ITEM SUMMARY:

For FY 2022, Police and Public Works Department staff have planned and budgeted for the addition of
one new vehicle (K-9 unit) and replacement of three existing 2014-2015 patrol vehicles with 2022 Ford
Utility Police Interceptor AWD Explorers.

To allow local vendors an opportunity to quote on the 2022 Ford Utility Police Interceptor AWD Explorers,
the City of West Chicago recently solicited price quotes from twelve Ford dealerships (i.e., eight local
Ford dealerships, one Ford dealership from the Springfield, Illinois, area and one Ford dealership from
the Greenfield, Illinois, area (both dealerships have previously held State of Illinois contracts), one Ford
dealership from Taylorville, and one Ford dealership from Frankfort, Illinois, which currently holds the
Suburban Purchasing Cooperative (SPC) Program contract for the 2022 Ford Utility Police Interceptor
AWD Explorer.

The City of West Chicago is a member of the DuPage Mayors and Managers Association, which is one
of the sponsors of the SPC, which is a joint purchasing program that represents 144 municipalities and
townships in northeastern Illinois.

The cost to purchase the 2022 Ford Utility Police Interceptor AWD Explorer from Currie Motors,
Frankfort, IL through the SPC contract is $34,813.00 per unit.

From our request for proposal, only Joe Cotton Ford of Carol Stream, Illinois, responded with a proposal.
Its proposal was for $37,882.00 per unit.

Based on comparable pricing received, staff recommends ordering four 2022 Ford Utility Police
Interceptor AWD Explorers for the Police Department from Currie Motors of Frankfort, Illinois, through the
SPC contract for an amount not to exceed $139,252.00.

In FY22, $144,800.00 is budgeted in the Capital Equipment Replacement Fund (04-34-39-4804) for the
purchase of one new and replacement of the three existing 2014-2015 patrol vehicles; an additional
$48,000.00 is budgeted for Police equipment which will be installed by a third party once the vehicles are
received.

Ford has delayed production of this unit due to current supply chain shortages. The production cutoff
date is also unknown at this time. Staff is seeking approval to order/purchase four 2022 Ford Utility
Police Interceptor AWD Explorers from Currie Motors of Frankfort, Illinois, through the Suburban
Purchasing Cooperative contract for a cost not to exceed $139,252.00.
