Regular Meeting
April 18, 2022
1. Call to Order. Mayor Ruben Pineda called the meeting to order at 7:00 pm.
2. Pledge of Allegiance. Alderman Chassee led all in the pledge of allegiance.
3. Invocation. None
4. Roll Call and Establishment of a Quorum.
Roll call found Aldermen Lori J. Chassee, James E. Beifuss, Jr., Jayme Sheahan, Alton Hallett,
Sandy Dimas, Rebecca Stout, Matthew Garling, Christine Dettmann, Christopher Swiatek,
Jeanne Short, John E. Jakabcsin and Joseph C. Morano present. Aldermen Brown and Birch
Ferguson were absent. The Mayor announced a quorum.
Also in attendance were City Administrator Michael Guttman, City Attorney Patrick Bond, Public
Works Director Mehul Patel, and Chief of Police Colin Fleury.
5. Public Participation. None
6. City Council Meeting Minutes of March 21, 2022. Alderman Morano made a motion,
seconded by Alderman Swiatek, to approve the minutes of April 4, 2022, with no changes.
Voting Aye by Roll Call Vote: Alderman Chassee, Beifuss, Brown, Sheahan, Birch Ferguson,
Hallett, Dettmann, Short, Dimas, Stout, and Morano. Motion carried.
7. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by Alderman
Chassee to accept the April 18, 2022, Corporate Disbursement Report in the amount of
$352,753.33.
Voting Aye by Roll Call Vote: Alderman Chassee, Beifuss, Sheahan, Hallett, Dettmann,
Garling, Swiatek, Short, Jakabcsin, Dimas, Stout, and Morano. Motion carried.
8. Consent Agenda
* Infrastructure Committee:
A. Approve — The Purchase and Delivery of Unleaded Gasoline and Diesel Fuel from
Gas Depot (for an amount not to exceed $218,000.00).
B. Approve — The Purchase of Asphalt Materials from Plote Construction, Inc. (for an
amount not to exceed $51,000.00).
**C. Approve — The Purchase of Four 2022 Ford Utility Police Interceptor AWD
Explorers from Currie Motors Frankfort, Illinois (for an amount not to exceed $139,252.00).
D. Resolution No. 22-R-0020 — A Resolution Authorizing the Mayor to Execute a
Contract with National Wash Authority, LLC dba Midwest Mobile Washers for Services Related
to the Washing of the Exterior Surfaces of the Water Treatment Plant (for an amount not to
exceed $26,750.00).
Alderman Chassee made a motion, seconded by Alderman Hallett, to adopt and approve the
above items.
**Item 8.C. was removed from the agenda**
Voting Aye by Roll Call Vote: Alderman Chassee, Beifuss, Sheahan, Hallett, Dettmann,
Garling, Swiatek, Short, Jakabcsin, Dimas, Stout, and Morano. Motion carried.
* Items Not Sent to Committee:
E. Ordinance No. 22-0-0015 — An Ordinance Providing for Real Estate Tax
Abatement — OSI Industries Property.
Alderman Stout made a motion, seconded by Alderman Dimas, to adopt and approve the above
item.
Voting Aye by Roll Call Vote: Alderman Chassee, Beifuss, Sheahan, Hallett, Dettmann,
Garling, Swiatek, Short, Jakabcsin, Dimas, Stout, and Morano. Motion carried.

A. City Clerk Opening — City Council agreed that staff should take the necessary steps to
make the City Clerk position no longer an elected one.
