ITEM SUMMARY:
The exterior of the Water Treatment Plant (WTP) has begun to darken due to the adhesion of dirt and
soot from the atmosphere. The manufacturer of the exterior panels in the WTP informed the City that the
simplest available response is periodic washing of the exterior surfaces. The exterior of the WTP has not
been washed in the past. In 2020, proposals were sought from a number of companies experienced in
the washing of the exterior surfaces of buildings. In 2020, the provider of the lowest estimated proposal
was unable to provide adequate insurance documentation to the City; therefore, it was never able to
actually wash the building.
The same companies were solicited for updated proposals in late 2021. Two vendors provided
proposals and the third (the low cost proposal from 2020) declined to offer a proposal. Due to the
unstable weather at the end of 2021, there was not sufficient time available to get the building washed
before cold temperatures arrived.
National Wash Authority, LLC. dba Midwest Mobile Washers has offered a contract for a 2022 cleaning,
which is the same as its offer in October 2021. It was the lowest quote City received in 2021. Staff
recommends using Midwest Mobile Washers for this service in 2022.
In FY 2022, $27,000 has been budgeted for building wash in account 06-34-48-4401 Water Treatment
Plant — Building Maintenance. The results of this cleaning and the rate at which the exterior darkens
following the wash will determine the periodicity of future washing projects.
ACTIONS PROPOSED:
Approve Resolution No. 22-R-0020 authorizing the Mayor to execute a contract with National Wash
Authority, LLC, dba Midwest Mobile Washers of Morrison, IL, for services related to the washing of the
exterior surfaces of the Water Treatment Plant for a not to exceed amount of $26,750.00
COMMITTEE RECOMMENDATION:
The Infrastructure Committee voted 5-0 for approval.
