Mayor Pro Tem Chassee called the meeting to order at 7:00 pm. 2. Pledge of Allegiance. Alderman Sheahan led all in the pledge of allegiance. 3 . Invocation. None 4. Roll Call and Establishment of a Quorum. Roll call found Aldermen Lori J. Chassee, Jayme Sheahan, Alton Hallett, Sandy Dimas, Heather Brown, Rebecca Stout, Christine Dettmann, Christopher Swiatek, Melissa Birch Ferguson, Jeanne Short, John E. Jakabcsin and Joseph C. Morano present. Mayor Ruben Pineda and Alderman Beifuss were absent. The Mayor Pro Tem announced a quorum. Also in attendance were City Administrator Michael Guttman, City Attorney Patrick Bond, Community Development Director Tom Dabareiner, City Planner John Sterrett and Chief of Police Colin Fleury. 5. Public Participation. Wayne Bradley, 621 Nor Oaks Ct., spoke about the poor roadway conditions of Nor Oaks Ct. Alderman Garling arrived to the meeting. 6. City Council Meeting Minutes of April 18, 2022. Alderman Swiatek made a motion, seconded by Alderman Hallett, to approve the minutes of April 18, 2022, with no changes. Voting Aye by Roll Call Vote: Alderman Chassee, Brown, Sheahan, Birch Ferguson, Hallett, Dettmann, Garling, Short, Swiatek, Dimas, Jakabcsin, Stout, and Morano. Motion carried. 7. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by Alderman Swiatek to accept the May 2, 2022, Corporate Disbursement Report in the amount of $859,129.19. Voting Aye by Roll Call Vote: Alderman Chassee, Brown, Sheahan, Birch Ferguson, Hallett, Dettmann, Garling, Short, Swiatek, Dimas, Jakabcsin, Stout, and Morano. Motion carried. 8. Consent Agenda * Public Affairs Committee: A. Approve — The Sales of Alcoholic Beverages from Bellissimo Bar Company at the Food Festival — Scheduled for Saturday, August 27, 2022. B. Approve — The Healthy West Chicago 5K Fun Run — Scheduled for Saturday, August 20, 2022. C. Approve — The West Chicago Community High School District 94 Homecoming Parade — Scheduled for Friday, September 16, 2022. D. Approve — A Contract with Five Alarm Fireworks for Railroad Days Fireworks in an Amount Not to Exceed $42,000. E. Resolution No. 22-R-0023 — A Resolution Authorizing the Mayor to Enter Into a Funding Agreement with the Mexican Cultural Center to Support the 2022 Mexican Independence Day Event. Alderman Short made a motion, seconded by Alderman Brown, to adopt and approve the above items. Voting Aye by Roll Call Vote: Alderman Chassee, Brown, Sheahan, Birch Ferguson, Hallett, Dettmann, Garling, Short, Swiatek, Dimas, Jakabcsin, Stout, and Morano. Motion carried. * Finance Committee: F. Resolution No. 22-R-0022 — A Resolution Authorizing the Mayor to Execute Updated Terms to a Certain Labor Agreement Between the City of West Chicago and the Fraternal Order of Police.
