This change in population created a disproportionate number of residents in the City’s seven established wards. State law requires the City to redistrict its wards so the population in each ward is nearly equal. Staff has drafted proposed changes to the City’s ward boundaries that will make the seven wards nearly equal in population while also maintaining the current overall boundaries of each ward as much as possible. If these changes take effect, the difference in population between the largest ward and the smallest ward, in terms of population, will be 1.83%, below the maximum dif- ference of 10% permitted in Illinois. A map of these proposed changes has been prepared by staff and is attached. ACTION PROPOSED: Review and discussion of the proposed changes to the ward boundaries. If the Council is satisfied with the changes presented by staff, the official 2022 Ward Boundary Map and ward descriptions will be prepared by staff for approval by the Council. If the Council has revisions to what staff has presented, staff will recalculate the ward population differences during the meeting and, assuming requirements are met, incorporate those revisions into the 2022 Ward Boundary Map and ward descriptions as well. COMMITTEE RECOMMENDATION: This item did not go to a committee.
