The previous wall sign had become faded and damaged over time. The applicant installed a new sign without a building permit or COA approval and subsequently put in violation. The new sign consists of individual letters that say the name of the restaurant. The area that encompasses the new lettering is 34 square feet and complies with the maximum square footage allowed for the façade, which is 35 square feet. Please see photos and plans for more details. The applicant is also proposing to remove the existing façade material surrounding the entrance to the restaurant. The existing material is made of plywood with a design intended to look like brick. The plywood material is in in very bad condition with weather damage and is pulling away from the build- ing. The applicant is proposing to replace it with tile. The existing lap siding above the first floor and on the side of the building will remain. Samples of the tile will be brought to the meeting. According to the Historical Districts Property Survey, the building was originally constructed as a Vic- torian building in the 1880s. The Survey states the building is contributing to the Turner Junction His- toric District but is not a candidate for local landmark status. The applicant proposes to completely remove the existing façade of the building and replace with new masonry, windows, and doors. The applicant is also pro- posing to add an additional story to the building. The Commission reviewed the proposal to demolish the existing building in January of this year and was supportive of its removal with the potential to pre- serve the limestone on the rear of the building as much as possible. At the February meeting, the ap- plicant stated that reusing the existing limestone wall may not be feasible given its current condition but would be able to salvage other parts of the building. The applicant has supplied renderings of the proposed building showing the view from Main Street as well as from Turner Court. Preliminary building elevations and a scope of work have also been pro- vided. The applicant will be present at the Historical Preservation Commission meeting to discuss the proposal. The building is an International Style commercial structure. According to the property survey for the Turner Junction Historic District, the 134 Main Street portion was constructed in 1952 with the 136 Main Street portion constructed in the 1860s. 134 Main Street was the site of the former Morning Star Saloon, which was torn down prior to 1949. The survey from 1990 identifies this building as non- contributing and not a candidate for local landmark status. The entire facade of the building would be replaced with new masonry, windows and doors. In addition to a total of eight apartments on the top two floors of the building, it is anticipated a full service restaurant will be located on the entire floor on the Main Street level. Call to Order and Establishment of a Quorum The meeting was called to order by Chairman Malina at 6:01p.m. A quorum was established. 2. Certificate of Appropriateness Review A. C.O.A. 22-01 – 129 Fremont Street – Anona West, Inc. – Door Replacement Mr. Sterrett stated that Anona West, Inc., owner of 129 Fremont Street in the Turner Junction Historic District, is requesting approval to remove and replace two existing exterior doors on the existing one-story brick commercial building. The main entrance door on Fremont Street has damage to the wood jamb and door panel as well as seal damage to the transom glass above the door. The rear door, which is a double panel, has damage to the bottom of both door panels. The front door will be replaced with a bronze anodized aluminum door and transom frame with the same style panel as the existing. The rear door will also be a bronze anodized aluminum frame with same style panel and will contain a 2’-6” sidelite. The Commission discussed the importance of preserving the look of the existing front door, which is the existing door to the building. Chairman Malina made a motion, seconded by Commissioner Letsche, to approve the COA application with the following conditions: 1. The proposed door to replace the existing front door will match the existing door in style and size. 2. The proposed door shall contain the same size glass as the existing glass. 3. The proposed transom on the front door shall match the existing transom in style and size. C.O.A. 22-02 – 179-183 W Washington Street – Atcherson Association – Flat Roof Replacement Mr. Sterrett stated that Atcherson Association, owner of 179-183 West Washington Street (the Atcherson Building) in the Turner Junction Historic District, is requesting approval to replace the existing flat roof on the two-story commercial building. The existing roof will be removed down to sheeting and the roof deck will be inspected for any damage and replaced as needed. The applicant intends to install 5.2” ISO board insulation followed by a CT Black Diamond base sheet and low slope modified bitumen. After a brief discussion, Chairman Malina made a motion, seconded by Commissioner Vigsnes, to approve the COA application as presented. With a voice vote of all ayes the motion carried. 3. Historic District Boundaries/Strategies Mr. Sterrett stated that staff is doing research into amending the historic district boundaries and waiting for a response from the State. Mr. Sterrett provided an update on other items in the Turner Junction Historic District including a menu board replacement for 130 Fremont Street and a new wall sign at 142 W Washington. The Commission discussed the façade project at 200 Main Street and there was concern that existing brick that was in good shape and salvageable may be being disposed of. Mr. Sterrett stated he would follow up with Public Works on this issue. 4. Adjournment Chairman Malina a made a motion, seconded by Commissioner Vigsnes, to adjourn the meeting.
