The applicant proposes to completely remove the existing façade of the building and replace with new masonry, windows, and doors. The applicant is also pro- posing to add an additional story to the building. The Commission reviewed the proposal to demolish the existing building in January of this year and was supportive of its removal with the potential to pre- serve the limestone on the rear of the building as much as possible. At the February meeting, the ap- plicant stated that reusing the existing limestone wall may not be feasible given its current condition but would be able to salvage other parts of the building. The applicant has supplied renderings of the proposed building showing the view from Main Street as well as from Turner Court. Preliminary building elevations and a scope of work have also been pro- vided. The applicant will be present at the Historical Preservation Commission meeting to discuss the proposal. The building is an International Style commercial structure. According to the property survey for the Turner Junction Historic District, the 134 Main Street portion was constructed in 1952 with the 136 Main Street portion constructed in the 1860s. 134 Main Street was the site of the former Morning Star Saloon, which was torn down prior to 1949. The survey from 1990 identifies this building as non- contributing and not a candidate for local landmark status. The Development Team together possesses the critical elements required to bring this proposed project to a successful conclusion, including financial strength, the proven ability to execute and an uncompromising dedication to quality design and construction. Description of Project/Proposed Uses The proposed project consists of utilizing the 65’ x 60’ site located at 134-136 Main Street that currently has a three story commercial building. The site fronts both Main Street on the north side and Turner Court on the south side. The City of West Chicago owns the buildings immediately to the east and west of the site. The proposed plan includes the utilizing the existing structure and adding one addition floor to the building (three stories above Main Street and four stories above Turner Court), which would accommodate approximately 6,200 square feet of commercial space on the first two levels, and a total of eight one-bedroom apartments on the third and fourth floors. The entire facade of the building would be replaced with new masonry, windows and doors. In addition to a total of eight apartments on the top two floors of the building, it is anticipated a full service restaurant will be located on the entire floor on the Main Street level. It is anticipated that pre- development including plans and building permits will take three months, and that construction will take approximately eight months. It is the Development Team’s intention to design, build and maintain ownership of the project.
