June 6, 2022
Call to order and Establishment of a Quorum
Keith called the meeting to order at 5:02 P.M. In attendance were Chairperson Keith Letsche, Commissioners Edmond
Moore and Kevin Millon, Police Chief Colin Fleury, and HR Coordinator Sash Dumanovic.
Approval of Minutes
Motion by Edmond to approve the minutes from the May 10, 2022 Civil Service Commission meeting, seconded by
Kevin. No further discussion and motion carried.

Items for Discussion and Possible Action
(a) Lateral Police Officer Application process update
i. HR Coordinator noted there are five applicants at this time. Chief Fleury indicated that Commission action
will be requested after Lateral Officer Candidate interviews are completed.
(b) Police Officer Final Eligibility Register candidate status
i. Adjourned to Executive Session. See item 8 and 9 below.
(c) Report on status of opinion requested from Commission’s attorney concerning By-laws provisions for Secretary.
i. Keith reports that he had made contact with legal counsel James Knippen on the question above and will
work on drafting a request for a legal opinion regarding the roles of the Chief Examiner and Commission
Secretary pursuant to the Rules and Regulations of the Commission.
ii. No action is needed at this time. The Commission established a consensus to secure the legal opinion.

Executive Session
(a) The Commission determined the need for Executive Session under 5 ILCS 120/2(c) (1) to discuss Police Officer
applicant file 17. Motion made by Keith and second by Kevin at 5:21 P.M. to move to Executive Session. Motion
carried. Chief Fleury and HR Coordinator Sash Dumanovic remained for Executive session at the Commission’s
request. The Commission adjourned from Executive Session at 5:44 P.M. with a motion from Kevin and a second
from Edmond.
When Applicable Items to be Referred for Final Action from Executive Session
(a) Edmond made a motion to certify applicant number 17 and seconded by Kevin. Motion carried.
Adjournment
Motion made by Kevin, seconded by Edmond to adjourn the meeting. Motion carried. Meeting adjourned at 6:01 P.M.
