Mayor Ruben Pineda called the meeting to order at 7:00 pm. 2. Pledge of Allegiance. Alderman Sheahan led all in the Pledge of Allegiance. 3. Roll Call and Establishment of a Quorum. Roll call found Aldermen James E. Beifuss, Jr., Jayme Sheahan, Heather Brown, Sandy Dimas, Melissa Birch Ferguson, Rebecca Stout, Matthew Garling, Christine Dettmann, Christopher Swiatek, Jeanne Short, and Joseph C. Morano present. Aldermen Lori J. Chassee, Alton Hallett and John E. Jakabcsin were absent. The Mayor announced a quorum. Also in attendance were City Administrator Michael Guttman, City Attorney Patrick Bond, Community Development Director Tom Dabareiner, Public Works Director Mehul Patel, Chief of Police Colin Fleury and Sergeant Adam Reavley. 4. Public Participation. Proclamation: IPAC 2022 Champions 5. City Council Meeting Minutes of May 16, 2022. Alderman Birch Ferguson made a motion, seconded by Alderman Brown, to approve the minutes of May 16, 2022, with no changes. Voting Aye by Roll Call Vote: Alderman Beifuss, Sheahan, Brown, Birch Ferguson, Garling, Swiatek, Dettmann, Short, Dimas, Stout, and Morano. Motion carried. 6. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by Alderman Brown to approve the May 16, 2022, Corporate Disbursement Report in the amount of $808,845.88. Voting Aye by Roll Call Vote: Alderman Beifuss, Brown, Sheahan, Birch Ferguson, Garling, Swiatek, Dettmann, Short, Dimas, Stout, and Morano. Motion carried. 7. Resolution No. 22-R-0035 — A Resolution Making a Determination Relative to the Release of Executive Session Minutes Pursuant to the Illinois Open Meetings Act. Alderman Swiatek made a motion, seconded by Alderman Stout, to adopt and approve the above items. Reports by Committees: A. **Resolution No. 22-R-0028 — A Resolution Authorizing the Mayor to Execute a Certain Contract Agreement with Flock Safety ** **This item was removed from the Consent Agenda to this section.** Alderman Garling expressed concerns about there not being a policy or direction to staff on how to use the data. Alderman Beifuss expressed similar concerns and cited the Champaign, IL policy and the needs to understand the scope of its use. Other discussion ensued about the benefits of having a policy in place. Staff will present an internal policy to the Public Affairs Committee for feedback before the cameras are installed and the program is implemented. Alderman Birch Ferguson made a motion, seconded by Alderman Stout, to adopt and approve the above item. Voting Aye by Roll Call Vote: Alderman Beifuss, Brown, Sheahan, Birch Ferguson, Garling, Swiatek, Dettmann, Short, Dimas, Stout, and Morano. Motion carried. 9. Unfinished Business: A.
