Regular Meeting
June 6, 2022
1. Call to Order. Mayor Ruben Pineda called the meeting to order at 7:00 pm.
2. Pledge of Allegiance. Alderman Sheahan led all in the Pledge of Allegiance.
3. Roll Call and Establishment of a Quorum.
Roll call found Aldermen James E. Beifuss, Jr., Jayme Sheahan, Heather Brown, Sandy Dimas,
Melissa Birch Ferguson, Rebecca Stout, Matthew Garling, Christine Dettmann, Christopher
Swiatek, Jeanne Short, and Joseph C. Morano present. Aldermen Lori J. Chassee, Alton
Hallett and John E. Jakabcsin were absent. The Mayor announced a quorum.
Also in attendance were City Administrator Michael Guttman, City Attorney Patrick Bond,
Community Development Director Tom Dabareiner, Public Works Director Mehul Patel, Chief of
Police Colin Fleury and Sergeant Adam Reavley.
4. Public Participation.
Proclamation: IPAC 2022 Champions
5. City Council Meeting Minutes of May 16, 2022. Alderman Birch Ferguson made a motion,
seconded by Alderman Brown, to approve the minutes of May 16, 2022, with no changes.
Voting Aye by Roll Call Vote: Alderman Beifuss, Sheahan, Brown, Birch Ferguson, Garling,
Swiatek, Dettmann, Short, Dimas, Stout, and Morano. Motion carried.
6. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by Alderman
Brown to approve the May 16, 2022, Corporate Disbursement Report in the amount of
$808,845.88.
Voting Aye by Roll Call Vote: Alderman Beifuss, Brown, Sheahan, Birch Ferguson, Garling,
Swiatek, Dettmann, Short, Dimas, Stout, and Morano. Motion carried.
7. Consent Agenda
* Infrastructure Committee:
A. Approve — The Purchase of Road Salt from Morton Salt, Inc. of Chicago, Illinois, for
the 2022-2023 Winter Season (for an amount not to exceed $345,254.00).
B. Ordinance No. 22-O0-0021 — An Ordinance Authorizing the Disposal or Sale of
Surplus Equipment, Stock Inventory, and/or Personal Property Owned by the City of West
Chicago.
C. Resolution No, 22-R-0029 — A Resolution Authorizing the Mayor to Approve
Change Order No. 1 and Final with Berglund Construction Company of Chicago, Illinois, in an
Amount of $4,200.00 for a Revised Contract Value of $239,200.00 for the Structural
Rehabilitation Project at 200 Main Street.
D. Resolution No. 22-R-0031 — A Resolution Authorizing the Mayor to Approved
Change Order No. 1 with Berglund Construction Company of Chicago, Illinois, in an Amount of

$171,035.00 for a Revised Contract Value of $474,935.00, for the Masonry Rehabilitation
Project at 200 Main Street.
Alderman Beifuss made a motion, seconded by Alderman Morano, to adopt and approve the
above items.
Voting Aye by Roll Call Vote: Alderman Beifuss, Brown, Sheahan, Birch Ferguson, Garling,
Swiatek, Dettmann, Short, Dimas, Stout, and Morano. Motion carried.
* Public Affairs Committee:
E. Approve - The Railroad Days West Chicago Special Event Application.
F. Resolution No. 22-R-0028 — A Resolution Authorizing the Mayor to Execute a
Certain Contract Agreement with Flock Safety.**
**Item I.F. was moved to Reports by Committee.**
Alderman Birch Ferguson made a motion, seconded by Alderman Dimas, to adopt and approve
the above item.
Voting Aye by Roll Call Vote: Alderman Beifuss, Brown, Sheahan, Birch Ferguson, Garling,
Swiatek, Dettmann, Short, Dimas, Stout, and Morano. Motion carried.

Preservation Commission for a Term Ending April 2025.
Q. Resolution No. 22-R-0032 — A Resolution Approving a Plat of Stormwater and
Watermain Easement with Ball Horticultural Company, 622 Town Road.
R. Resolution No. 22-R-0033 — A Resolution Approving a Plat of Easement for
Stormwater Management with Lakeshore Recycling Systems, Inc. — 1655 Powis
Road.
S. Resolution No. 22-R-0034 — A Resolution Appointing a Delegate and Alternate to
the Board of Directors of the Intergovernmental Risk Management Risk.
T. Resolution No. 22-R-0035 — A Resolution Making a Determination Relative to the
Release of Executive Session Minutes Pursuant to the Illinois Open Meetings Act.
Alderman Swiatek made a motion, seconded by Alderman Stout, to adopt and approve the
above items.
Voting Aye by Roll Call Vote: Alderman Beifuss, Sheahan, Birch Ferguson, Garling, Swiatek,
Dettmann, Short, Dimas, Stout, and Morano. Alderman Brown voted to abstain. Motion carried.
8. Reports by Committees:
A. **Resolution No. 22-R-0028 — A Resolution Authorizing the Mayor to Execute a Certain
Contract Agreement with Flock Safety **
**This item was removed from the Consent Agenda to this section.**
Alderman Garling expressed concerns about there not being a policy or direction to staff on how
to use the data. Alderman Beifuss expressed similar concerns and cited the Champaign, IL
policy and the needs to understand the scope of its use. Other discussion ensued about the
benefits of having a policy in place. Staff will present an internal policy to the Public Affairs
Committee for feedback before the cameras are installed and the program is implemented.
Alderman Birch Ferguson made a motion, seconded by Alderman Stout, to adopt and approve
the above item.
Voting Aye by Roll Call Vote: Alderman Beifuss, Brown, Sheahan, Birch Ferguson, Garling,
Swiatek, Dettmann, Short, Dimas, Stout, and Morano. Motion carried.
9. Unfinished Business:
A. Ordinance No. 22-O-0022 — An Ordinance Amending the Code of Ordinances of the City
of West Chicago — Chapter 2, Section 2-8, Wards Designated.
Alderman Beifuss made a motion, seconded by Alderman Morano to adopt this ordinance.
Voting Aye by Roll Call Vote: Alderman Beifuss, Brown, Sheahan, Birch Ferguson, Garling,
Swiatek, Dettmann, Short, Dimas, Stout, and Morano. Motion carried.

12. Mayor’s Comments. Mayor Pineda commented on school being out and to look out for
kids playing or walking in the street. He also mentioned how the COVID-19 figures are
concerning.
13. Executive Session. There was no need for an executive session.
14. Items to be Referred for final Action from Executive Session.
15. Adjournment. At 7:27 pm, Alderman Beifuss made a motion, seconded by Alderman
Swiatek, to adjourn. Voting Aye by Voice Vote.
