Mayor Ruben Pineda called the meeting to order at 7:00 pm. 2. Pledge of Allegiance. Alderman Brown led all in the Pledge of Allegiance. 3. Roll Call and Establishment of a Quorum. Roll call found Lori J. Chassee, James E. Beifuss, Jr., Jayme Sheahan, Heather Brown, Sandy Dimas, Melissa Birch Ferguson, Rebecca Stout, Matthew Garling, Alton Hallett, Christine Dettmann, Jeanne Short, and Joseph C. Morano present. Aldermen Christopher Swiatek and John E. Jakabcsin were absent. The Mayor announced a quorum. Also in attendance were City Administrator Michael Guttman, City Attorney Mary Dickson, Community Development Director Tom Dabareiner. 4. Public Participation. A. Proclamation — Year of the Alebrijes B. Tom Truitt — The son of past Mayor, Richard Truitt, brought a photo of his father and asked if it could replace the one in the Council Chambers. 5. City Council Meeting Minutes of June 6, 2022. Alderman Brown made a motion, seconded by Alderman Garling, to approve the minutes of June 6, 2022, with no changes. Voting Aye by Roll Call Vote: Alderman Chassee, Beifuss, Sheahan, Brown, Birch Ferguson, Garling, Hallett, Dettmann, Short, Dimas, Stout, and Morano. Motion carried. 6. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by Alderman Chassee to approve the June 20, 2022, Corporate Disbursement Report in the amount of $731,159.72. Voting Aye by Roll Call Vote: Alderman Chassee, Beifuss, Sheahan, Brown, Birch Ferguson, Garling, Hallett, Dettmann, Short, Dimas, Stout, and Morano. Motion carried. 7. Consent Agenda * Items Not Sent to Committee: A. Approve — The Mayor’s Reappointment of Steve Hale to the Plan Commission/Zoning Board of Appeals for a Term Ending April 2027. B. Ordinance No. 22-0-0016 — An Ordinance Rezoning Land from ORI, Office Research and Industrial District to the M, Manufacturing District for a Certain Property Located on the East Side of Fabyan Parkway, South of Roosevelt Road 31W255 Roosevelt Road.** C. Unfinished Business: B. Ordinance No. 22-0-0016 — An Ordinance Rezoning Land from ORI, Office Research and Industrial District to the M, Manufacturing District for a Certain Property Located on the East Side of Fabyan Parkway, South of Roosevelt Road 31W255 Roosevelt Road.** C. Resolution No, 22-R-0037 — A Resolution Approving Poorman Parkway Subdivision 31W255 Roosevelt Road.** *“These items were removed from the Consent Agenda to this section.** Alderman Brown expressed her concerns about this item not being reviewed by the Development Committee the access point on Fabyan Parkway and the impact on driver safety. City Administrator Guttman replied that this road is owned by DuPage County and the access point has been approved by it. Alderman Beifuss raised concerns about the Keim parcel having access to the frontage road, the dark warehouse space that is being proposed for which the change in zoning is necessary as there is already plenty of this type of development further west in the DuPage Business Center. He also expressed concern about the lower paying jobs associated with warehousing and the future costs associated with the City maintaining a roadway that would be heavily used by large semi-trucks. Alderman Garling expressed similar concerns as Alderman Beifuss, especially for Lot 2 (Keim Parcel) having access to the frontage road. City Administrator Guttman shared that there is an access easement shown on the Plat of Subdivision that would provide for this access. Alderman Stout made a motion, seconded by Alderman Birch Ferguson to adopt this ordinance. Voting Aye by Roll Call Vote: Alderman Chassee, Beifuss, Sheahan, Birch Ferguson, Hallett, Dettmann, Short, Dimas, Stout, and Morano. Voting Nay: Aldermen Brown and Garling. Aldermen Motion carried. 10. New Business: Alderman Beifuss mentioned the delays on UP West Line is due to freight train interference. He asked staff speak to the appropriate officials at Metra and/or the Union Pacific Railroad to determine why this is happening more frequently and what will be done about it so that commuters are no longer adversely impacted by these frequent delays. 11.
