CITY COUNCIL MINUTES
Regular Meeting
August 1, 2022
1. Call to Order. Mayor Ruben Pineda called the meeting to order at 7:00 pm.
2. Pledge of Allegiance. Dakota Brown led all in the Pledge of Allegiance.
3. Roll Call and Establishment of a Quorum.
Roll call found Lori J. Chassee, James E. Beifuss, Jr., Heather Brown, Jayme Sheahan, Alton
Hallett, Melissa Birch Ferguson, Sandy Dimas, Rebecca Stout, Christine Dettmann, Jeanne
Short, Christopher Swiatek and Joseph C. Morano present. Aldermen Matthew Garling and
John E. Jakabcsin were absent. The Mayor announced a quorum.
**Alderman Short arrived at 7:03 p.m.**
Also in attendance were City Administrator Michael Guttman, City Attorney Sean Conway,
Mehul Patel, Director of Public Works and Tom Dabareiner, Director of Community
Development.
4. Public Participation. None
5. City Council Meeting Minutes of July 18, 2022. Alderman Morano made a motion,
seconded by Alderman Swiatek, to approve the minutes of July 18, 2022, with no changes.
Voting Aye by Roll Call Vote: Chassee, Beifuss, Brown, Birch Ferguson, Dimas, Stout,
Dettmann, Short, Swiatek and Morano. Aldermen Sheahan and Hallett abstained. Motion
carried.
6. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by Alderman
Brown to approve the August 1, 2022, Corporate Disbursement Report in the amount of
$1,192,210.63.
Voting Aye by Roll Call Vote: Chassee, Beifuss, Brown, Sheahan, Hallett, Birch Ferguson,
Dimas, Stout, Dettmann, Short, Swiatek and Morano. Motion carried.
7. Consent Agenda
* Public Affairs Committee:
A. Resolution No. 22-R-0042 — A Resolution Authorizing the Mayor to Execute a
Certain Agreement with Linenbarger Googan Blair & Sampson, LLP.
B. Ordinance No. 22-O-0023 — An Ordinance Amending Appendix G — Fee Schedule
of the Code of Ordinances of the City of West Chicago — Section 21-1 — City Collection fees.
C. **Approve — The Mexican Independence Day Festival 2022 Event — Scheduled for
September 10-11, 2022.**
D. Approve — The Wheaton Academy Homecoming Fireworks — Scheduled for Friday,
September 23, 2022.
E. Approve — The City’s Annual Halloween Festivities - Scheduled for Saturday,
October 29, 2022.
F. Approve — The Frosty Fest Event - Scheduled for Saturday, December 3, 2022.
G. Approve — The Frosty 5K Walk/Run Event — Scheduled for Saturday, December 3,
2022.
**This item was removed from the agenda and will be placed at the August 15, 2022 City
Council Meeting.**
Alderman Chassee made a motion, seconded by Alderman Birch Ferguson, to approve the
above items except 7C.
Voting Aye by Roll Call Vote: Chassee, Beifuss, Brown, Sheahan, Hallett, Birch Ferguson,
Dimas, Stout, Dettmann, Short, Swiatek and Morano. Motion carried.

H. Ordinance No. 22-0-0024 — An Ordinance Approving and Authorizing the Execution
of an Intergovernmental Agreement with the Forest Preserve District of DuPage County for the
Annexation of Property Within the Blackwell Forest Preserve.
I. Resolution No. 22-R-0030 — A Resolution Authorizing the Mayor to Execute a
Certain License Agreement with MAPEI Corporation for Use of City Right-of-Way Crossing
Western Drive.
Alderman Stout made a motion, seconded by Alderman Dimas, to approve the above item.
Voting Aye by Roll Call Vote: Chassee, Beifuss, Sheahan, Hallett, Birch Ferguson, Dimas,
Stout, Dettmann, Short, Swiatek and Morano. Voting Nay: Brown Motion carried.

12. Mayor’s Comments. Mayor Pineda announced that National Night Out is tomorrow,
August 2, 2022, from 6:00-8:00 p.m., as well as the DuPage Airport’s Back to School
Celebration on Friday, August 5, 2022.
13. Executive Session. There was no need for an Executive Session.
14. Items to be Referred for final Action from Executive Session.
15. Adjournment. At 7:09 pm, Alderman Chassee made a motion, seconded by Alderman
Stout, to adjourn. All Aldermen voted aye by Voice Vote.
