Call to Order, Roll Call, and Establishment of a Quorum. Chairman Beifuss called the meeting to order at 7:00 P.M. Roll call found Aldermen James Beifuss, Heather Brown, Sandra Dimas, Matt Garling, Joe Morano, and Jeanne Short present. Alderman Alton Hallett was absent. Staff present included Director of Public Works Mehul Patel and Administrative Assistant Ashley Heidorn. 2. Approval of Minutes A. Infrastructure Committee Minutes of May 5, 2022. Alderman Morano made a motion, seconded by Alderman Garling to approve the Meeting Minutes of May 5, 2022. Roll call found the vote unanimous for approval. Voting Yea: Aldermen Beifuss, Dimas, Garling, Morano, and Short. Voting Nay: 0. Abstaining: Alderman Brown. 3. Public Participation I Presentations. None. 4. Items for Consent. Ordinance No. 22-0-0021-Authorizing the Disposal of Surplus Equipment, Stock Inventory, and/or Personal Property Owned By the City of West Chicago. Mr. Patel noted that one additional item was to be added to the disposal list for approval. Alderman Dimas made a motion, seconded by Alderman Morano to approve. Roll call found the vote unanimous for approval. Voting Yea: Aldermen Beifuss, Brown, Dimas, Garling, Morano, and Short. Voting Nay: 0. 5.A. Discussion of Sanitary Sewer System Evaluation Survey (SSES). Mr. Patel explained that in 2010 the City completed its first professional services contract to perform a Sanitary Sewer Evaluation Survey (SSES). The primary purpose of an SSES is to find defects in the sanitary sewer collection system to reduce the Inflow and Infiltration (I/I). Five additional SSES studies were conducted in the years following 2010, which identified defects in the system. Some of these defects have been addressed but a majority are still outstanding. As of May 2021, the repair costs on the public side are estimated to be $5.8 million and $2.1 million on the private side. I/I is water that ultimately makes its way to the Wastewater Treatment Plant (WWTP) but does not need to be treated. It jeopardizes the sanitary sewer collection system by reducing the capacity of the pipes. The additional flow can also result in flooding and basement backups, which can lead to the need for larger sewers and/or treatment plant capacity expansion, as well as increased sewer fees to offset the additional WWTP operations costs. Mr. Patel explained that the current options are to do nothing (not feasible), address deficiencies on the public side, or address both public and private deficiencies. He recommended addressing deficiencies on the public side, including sanitary sewer cured in place pipe, manhole lining, and 5-feet lateral lining. Following discussion, the Committee agreed that would be their recommendation, along with some investigation into select private locations 6. Unfinished Business. None. 7. New Business. Alderman Short inquired about why the City does not have CTNPace busses. Alderman Dimas stated that it was looked into several years ago and determined that at the time, based on population and proximity to shopping centers, the City was not deemed an appropriate location to utilize the public buses. She also noted that circumstances have changed significantly since that time. Mr. Patel commented that participation is typically based on ridership, which the CT A studies to determine routes and schedules. He advised that he would make a call to Pace to inquire. 8. Reports from Staff. Mr. Patel noted that the Stockberry Ln., Grove Ave., and Ingalton Hill Estates Area Resurfacing Project began on May 27, with completion anticipated in late June or mid-July. The Booster #4 & #8 project is also ongoing, with the end of July being targeted for completion. Parkway tree planting and street striping are both complete, while the crack sealing is about 1/3 complete. The contractor for the Fair Meadows Subdivision Rehabilitation Project is still working through an issue with their SAM.gov registration before they can start that project. Staff also looked into the possibility of a chair lift at the Main Street level for 200 Main, Infrastructure Committee Meeting June 2, 2022 Page 2 of3 ===== PDF PAGE 4 ===== [Extraction: embedded PDF text] but it was determined that it would not be feasible due to size/space requirements, and the original plan for the ramp would remain. Mr. Patel also announced there would be no Committee meeting in July. 9. Adjournment. At 7:56 P.M., Alderman Short made a motion to adjourn, seconded by Alderman Brown.
