Guttman SIGNATURE_________ _ ITEM SUMMARY: The City's Sanitary Lift Station #5 and associated forcemain (located at 344 S. Neltnor Boulevard, behind the Burger King restaurant) design engineering that began in 2018 was completed in April 2022. The scope of work includes approximately 1,000 lineal feet of new sanitary forcemain, new wet well, pumps, electrical upgrades, mechanical upgrades, on-site generator, and a new building to house all the lift station equipment. The invitation to bid was advertised in the Daily Herald and on an online platform QuestCDN on April 5, 2022, and bids were opened on April 26, 2022. The City Council awarded the construction contract to Integral Construction, Inc. (Integral) on May 16, 2022 (Resolution No. 22-R- 0027). Staff recently held a pre-construction meeting with Integral staff on June 22, 2022. Due to material related shortages and delays, the earliest Integral anticipates to begin working is November 2022. Depending on the start date, the project is anticipated to be completed in fall of 2023. Integral has begun to provide material submittal for review and approval prior to placing orders. Typically, the contractor on such projects will submit a list of materials to be reviewed by the owner to ensure they meets the design specifications. Once the submittal has been reviewed and approved by the owner the contractor will place the order for those items. In order to assist with reviewing of materials per the contract specifications and to provide onsite construction oversight, City staff solicited proposals from four engineering firms. After careful review of each proposals, staff's recommendation is to utilize Thomas Engineering Group, LLC (TEG) for construction oversight. TEG has provided similar services for the Lift Station #1. TEG has also committed to providing the same key personnel to the Lift Station #5 project. Based on its knowledge, past experience and familiarity with City's construction standards, staff believes TEG is the most qualified firm to provide such services. TEG has submitted a proposal in the amount not to exceed $75,518.98, which represents 4.9% of the construction contract value of $1 ,531,999.31. Typically, for locally funded projects which doesn't involve any type of grant funding, construction oversight costs are in the range of 8-10%. JAKE KELLEY. CONSTRUCTION INSPECTOR Mr. Kelley has over 7 years of construction experience in construction management and inspection. He has knowledge, experiences pertaining to municipal, private projects, IDOT, and Tollway. He's experience is with reconstruction projects as well as with bituminous and concrete paving, earth excavation, landscaping, storm sewer, water main, sanitary sewer, cleaning and televising storm sewers, sign fabrication and installation, and more. Specific responsibilities include documentation of construction activities and contract quantities, plan review, submittal review, and quantity verification. PROJECT UNDERSTANDING The City's Lift Station #5 is located near the Metra Station in a mixed residential and commercial area of West Chicago. The construction limits of the Project include Lift Station #5 and the existing force main, between the existing lift station and the intersection of Main Street and Wilson Avenue, located approximately 600 feet south/southwest of the intersection of Main Street and IL Route 59. The engineering plans and final bid documents were prepared by RJN Group. The City of West Chicago is currently seeking bids for the Project. The contractor is to keep access open to the train station depot at a times for vehicles, bicycles, pedestrians etc. If required, Contractor shall set up a detour to access the train station depot. TEG will coordinate with the contractor to maintain access to the Metra parking lot and provide construction related information in the City's preferred format. The recommended sequence of construction, according to the bid documents, for the Lift Station #5 replacement is as follows: 1. The Contractor shall set-up on the existing sewer line and test the temporary bypass pumping and demonstrate satisfactory operation. 2. The Contractor shall complete site clearing and fencing within the limits of construction. 3. The Contractor shall install a new sanitary manhole on the existing incoming sanitary sewer. The Contractor shall then install another new sanitary manhole just upstream of the proposed wet well and replace the sewer between the two new proposed sanitary manholes. Once completed, the Contractor shall install a plug in the new sewer line that goes to the new wet well. The existing lift station shall remain in operation until stage 5. 4. The Contractor shall install the proposed wet well, valve vault, quick connect vault and piping. 5. The Contractor shall construct the foundation of the prefabricated building. 7. The Contractor shall set the new prefabricated building and complete electrical work to connect all required wiring to the new building, pump control panel, and PLC cabinet. The prefabricated building shall be delivered complete with generator, new pump control panel, PLC, and miscellaneous items pre-installed. 8. The Contractor shall coordinate with ComEd for the new meter and energizing the new service to the building. The Contractor CCJrrlEd. shall coordinate with NICOR for a new gas service and meter to An Fxelon company be installed and gas piping connected to the new stand-by generator. 9. The Contractor shall reconnect the existing transformer to the existing control panel located outside of the existing control building. 10. The Contractor shall install the grinder pump at the train station with all the electrical work complete and connect the pump discharge to the proposed force main. 11. Once the new gas service is ready the new natural gas generator and automatic transfer switch shall be tested and approved for operation. 12. The Contractor shall install, test and commission the proposed 8.5HP submersible pumps in the new wet well. 13. The Owner will take the existing lift station out of service. 14. The Contractor will begin site work demolition operations and demolition of the existing control building. The Contractor shall fill the existing wet well and remove the steel septic tank at the train station. 15. The Contractor shall perform grading of the existing site. 16. Upon approval of all site work, mechanical piping, pump testing, and generator testing the work of the Contractor shall be considered substantially complete. 17. The Contractor shall then complete remaining site work (sidewalk, driveway, landscaping, fence, gate, etc.) SCHEDULE 1. It is anticipated that construction activities will begin in November 2022, however, the majority of work is expected to take place in 2023, beginning in the spring. 2. The substantial completion for the project shall be on or before 150 calendar days after Notice to Proceed. 3. The final completion for all other ancillary work, including landscaping restoration or plantings, not including, any additional work, shall be completed and ready for final acceptance and payment on or before 180 calendar days after Notice to Proceed. 4. Conduct a kick-off and pre-construction conference with the contractor, the City and other applicable parties. Obtain from the contractor a list of proposed suppliers and subcontractors, and emergency contact information for the prime and subcontractors. 2. Provide meeting minutes to all parties following the meeting including a contact list for all contractors, subcontractors, material suppliers, and TEG personnel. 3. Review contractor's schedule for compliance with contract. Our RE will track actual progress in relation to the approved schedule and hold ongoing discussions with the contractor regarding his progression of work. 4. Prepare and distribute construction notifications, construction newsletters, website posting, etc. for distribution to the City, City agents, Metra, and other affected parties. 5. Review signage and MOT plan prior to construction to ensure construction signage for motorists and pedestrians are clear. 6. Set up field books, quantity book, diary and other forms of documentation. 7. Check and approve or reject and request re-submittal of any submittals made by the contractor for compliance with the contract documents. 8. TEG anticipates working directly with Com Ed, City staff, and the successful bidder to coordinate the new electrical service. Construction Phase 1. Observe the progress and quality of the executed work. Determine if the work is proceeding in accordance with the Contract Documents. TEG will maintain daily contact with City, keeping the City informed of the progress of the work, guard the City against defects and deficiencies in the work, advise the City of all observed deficiencies of the work and disapprove and reject all work failing to conform to the Contract Documents. 2. Review contractor's schedule on a regular basis and update progress schedule. TEG will compare actual progress to contractor's approved schedule. If progress falls behind, we will work with contractor to take appropriate action to get back on schedule. 3. Provide liaison functions to facilitate coordination of utilities (ComEd). Maintain contact with utility companies as frequent as necessary and monitor their contractor's compliance with proposed schedules. Verify that adjustments or relocations are clear of proposed improvements. 4. Arrange a schedule of progress meetings and other job conferences as required. Maintain and circulate copies of records of the meetings. • Ensure layout is accurate and complete. • Maintain orderly files of correspondence, reports of job conferences, shop drawings, contractor's request for information, and other submissions, reproductions or original contract documents including all addenda, change orders and additional drawings issued subsequent to the award of the contract. • Prepare payment requisitions and change orders. Review applications for payment with the Contractor for compliance with established submission procedure and forward them with recommendations to the City. • Maintain a set of working drawings, updated regularly, to show final elevations and locations of all underground. • Conduct a final inspection with the City and prepare a final punch list of corrective or incomplete work. • Verify that all items on the final list have been corrected and make recommendations to the City concerning project acceptance. Post-Construction and Project Close-Out 1. The Resident Engineer shall deliver a draft of the record drawings for the underground utilities within one month of the substantial completion of the construction of the underground utilities. 2. Deliver job boxes and all project records to the City. 3. TEG will provide record drawings and weekly reports in accordance with City's requirements. FEES It is anticipated that construction will tentatively begin in early June, following contract award, execution, and preconstruction meeting. According to the engineer's estimate of time, 150 calendar days are required to complete all site civil and utility work shown on the final engineering plans. Our not-to-exceed fee estimate, provided herein, includes construction engineering hours based on having a full-time Resident Engineer and support staff over a period of 150 calendar days (approximately 21 weeks) to oversee the construction of the Lift Station No. 5 and Force Main Replacement Project. It is anticipated that all construction activities will be completed by September 2023. The following pages, rates, and tables represent what TEG has developed in terms of a design engineering cost estimate. We have utilized an IDOT standard Cost Estimate of Consultant Services (CECS) and discounted 2.60 Direct Labor Multiplier (OLM) method of compensation, as outlined in the 10-year engineering agreement. While we believe that this estimate accurately reflects our best effort at understanding the scope of work as described in our proposal, we understand that the City may interpret the scope differently and may seek to add, subtract, or modify the scope or level of effort contained herein. TEG provided Inspector (DECI) Phase II engineering services for a private developer for this site improvement located in western Will County. Individual responsibilities included tree survey and AMERICAN STORMWATER landscape design. Following the successful completion of the Phase II portion of this INSTITUTE project, the client selected TEG to perform Phase Ill, which involved coordination with Qualified Construction the client, various site contractors, building contractors, Village of Shorewood, and Stormwater Inspector (QCSI) tenants of affected businesses. Phase Ill scope included significant earth excavation, retaining wall construction, drainage improvements, underground detention system, utility connections, and parking lot and pedestrian facility improvements. This project includes the development of a 17.5-acre lot to include an emergency services station, future public works facilities, and cemetery operations. TEG is providing topographic site survey of the heavily wooded property, tree survey, wetland delineation, landscape design, drainage design including green infrastructure considerations, landscape design, roadway design, utility design, trail design, the preparation of construction documents, and bidding assistance to the Township. PHASE Ill, CROW HOLDINGS INDUSTRIAL, VILLAGE OF CHANNAHON - Lead inspector. TEG provided construction inspection and observation for the Village of Channahon on this development which included the construction of a 252,208 square foot building. Utility improvements included water main extension, water main pressure connections, storm sewer, sanitary sewer, and detention basin construction. As part of this development, the existing Frontage Road along Interstate 1-55 was abandoned, and a new HMA road was constructed and rerouted around this new warehouse. PHASE Ill, RIDGELINE PROPERTY GROUP ROUTE 6 BUSINESS CENTER, VILLAGE OF CHANNAHON - Lead inspector. TEG provided construction inspection and observation for the Village of Channahon on this development which included the construction of a 441,872 square foot building. Improvements included water main extension and connections, storm sewer installation, sanitary sewer, detention basin construction, PCC curb and gutter, and sidewalk. Challenges included directional drilling and encasing sanitary sewer under Illinois Route 6. PHASE Ill, VENTURE-1 CROSSROADS DEVELOPMENT, VILLAGE OF CHANNAHON - Lead Inspector. TEG provided construction inspection and observation for this Development, by Venture One Real Estate, which consists of a 300-acre business park that will create approximately 4.3 million square feet of industrial space. Phase 1 of this initial project included the construction of a 1,100,000 square foot building, a water main extension, and the reconstruction of East Frontage Road. Infrastructure improvements included extensions of the water main and sanitary sewer recently installed as part of a development to the south, and storm sewer detention as well as the extension of Village services to the property. Challenges included directional drilling and encasing water main and sanitary sewer under high pressure gas main. PHASE Ill, IOI GAZELEY CHANNAHON CORPORATE CENTER, VILLAGE OF CHANNAHON - Lead Inspector. TEG provided construction inspection and observation for the Village of Channahon during this IDI development. Corporate Center is a 100 acre development including a 100,000 square foot building in the first phase. Work included the construction of a new public roadway, and rehabilitation of existing Bluff Road. Utility improvements included construction of a new sanitary lift station, gravity sanitary sewer, sanitary force main, water main extension, storm sewer, and several detention basins including native seed mix plantings and maintenance. Challenges included directional drilling and encasing sanitary sewer under existing railroad through native bedrock. PHASE Ill, CHANNAHON TOWN CENTER AND ST. ELIZABETH RESIDENCE, VILLAGE OF CHANNAHON- Lead Inspector. TEG provided construction observation and inspection for this four building multi-story senior housing development with room for future expansion, a club house, and outlets. This project also included preliminary work for expansion of nearby St. Anne's Church and is located directly across the street from Channahon Village Hall. Work included rehabilitation of existing St. Elizabeth and St. Ann roads, sanitary sewer and water main extensions, storm sewer, multiple detention basins, dry well installation, PCC curb and gutter, and sidewalk. PHASE Ill, THORNTON'S DEVELOPMENT AND WEST FRONTAGE ROAD IMPROVEMENT, 8LUESTONE DEVELOPMENT, VILLAGE OF CHANNAHON - Resident Technician. The Bluestone Development is a 13 acre commercial site located at the northwest corner of the US Route 6/lnterstate 55 interchange and consists of the planned unit development of a Thornton's gas station, convenience store, business outlets, and realignment of the NW Frontage Road. Our role was to provide overall monitoring of construction activities and to serve as the Owners Representative to the Village of Channahon for the Thornton's Phase I Development and West Frontage Road Improvement. TEG performed construction inspection of all site utilities including water main, sanitary sewer, storm sewer, and street lighting, and all US Route 6 and West Frontage Road roadway improvements including 0.4 miles of new combination concrete curb and gutter and 10" PCC Jointed Pavement. A key element included the installation of a cast-in-place retention vault for underground stormwater detention. PHASE Ill, 1-88 LANDSCAPE PLANTING IMPROVEMENTS CONTRACT RR-18-4442, ILLINOIS STATE TOLL HIGHWAY AUTHORITY - Resident Engineer and Arborist. TEG provided Phase Ill RE services, construction inspection, and preparation of contract documents on this landscape improvements on mainline 1-88 from mile post 76.5 to 91.62. This was part of a broader initiative by ISTHA to plant over 58,000 trees network wide. Work on this contract included tree and shrub plantings, dense tree plantings, herbicide application, various seed mix prep, planting, and maintenance, woody plant monitoring, maintenance mowing, erosion and sediment control, temporary construction entrances, and maintenance of traffic. This project involved Phase I and II study and design No. El-2012010725 of this $3M Schmale Road Water Main Replacement Project. TEG's scope of services consisted of alternatives analysis and determination of the preferred alignment for PROFESSIONAL ASSOCIATIONS Illinois Association of Highwayremoval and replacement of approximately 7,000 feet of old 10" and 12" deteriorated Engineerswater main with poly-wrapped ductile iron water main along with new valves and hydrants on Schmale Road (DuPage CH 36), between St. Charles Road (DuPage CH SELECTED CONTINUING 7) and Geneva Road, and St. Charles Road, between Schmale Road and President EDUCATION Street. The work included PVC water main installation, water main abandonment, IDOT QC/CQ PROGRAM water service line replacement, new fire hydrants, horizontal directionally drilled Documentation of Contract Quantities water main, boring and jacking, intermittent storm sewer and sanitary sewer service (#20-18102, exp. 12-02-2024) replacement, driveway replacement, pavement patching, parkway landscaping, and STTP-S11 HMA Paving & Field all incidental and collateral work necessary to complete the project as shown on the Inspection plans and associated bid forms. The total approximate length of the improvement is STTP-S15 Earth Excavation &approximately 7,000 feet (1.33 miles). TEG was also hired by the Village to provide Embankment Phase Ill construction engineering services. STTP-S18 Pavement Patching PHASE Ill, HICKORY COVE RECONSTRUCTION PROJECT, VILLAGE OF Fox LAKE - STTP-S19 Piling Resident Engineer for the reconstruction of Hickory Street, Elm Street, Cedar Street S-33 Soils Field Testing andand North Shore Drive. The project included the reconstruction of existing asphalt Inspectionroadways. Work included, but was not limited to, asphalt pavement removal that varied from 1112- 5 inches, aggregate base course removal that varied from 4 1/2 inches S-34 Radiation Safety & Density to 15 inches, grading and shaping ditches, turf shoulder installation, aggregate base of the Nuclear Method course placement, hot-mix asphalt paving, landscape restoration, traffic control and STTP-S46 Small Drainage Structures protection, and all incidental and collateral work necessary to complete the project STTP-S47 Structural Fasteners as shown on the plans and described herein. Construction Survey PHASE Ill, 2019 WATER MAIN REPLACEMENT PROJECT, VILLAGE OF BURR RIDGE - Hazardous Materials Awareness Project Manager/Resident Engineer. The Village of Burr Ridge hired TEG for Phase II Training IDOT Traffic Incident and Phase Ill for this $1.1M annual water main replacement project for improvements at Management Training two (2) locations in Burr Ridge. The 2019 locations included County Line Road (Cook Work Zone Safety & Traffic Control County), County Line Lane in the Carriage Way Subdivision, work along the County ICORS TrainingLine Road/Carriage Way/N Frontage intersection, and Chasemoor Drive between 79th Street and Foxborough Drive. The scope of work included ductile iron and PVC water main installation, water main abandonment, water service line replacement, new fire hydrants, horizontal directionally drilled water main, boring and jacking, encasement, intermittent storm sewer and sanitary sewer service replacement, driveway replacement, pavement patching, and parkway landscaping. The total approximate length of the improvement is 2,928 feet (0.55 miles). Coordination efforts included public outreach to the Carriage Way Subdivision. Permitting efforts included coordination with the Cook County Department of Transportation and Highways and the IEPA. TEG secured federal funding on behalf of the City by applying for STP highway funding through the DuPage Mayors and Managers Conference. TEG was hired by the City to provide planning, design, and construction engineering services for this $1.2M STP funded pavement reconstruction project. The project is located on a major thoroughfare in the City's downtown business district and required staged construction, detour plans, and close coordination effort with the residents and businesses along the project corridor. The project also spans the Union Pacific and Canadian National Railroads. Planning efforts included a Life Cycle Cost Analysis of several different pavement maintenance and rehabilitation strategies, which resulted in a reconstruction determination. The project also includes the reconstruction of intermittent sidewalk, ADA compliant ramps, curb and gutter, pavement markings and landscape restoration. TEG is currently providing construction engineering services, which will include documentation of contract quantities, contractor payment requests, and project closeout. PHASE II AND Ill, GRAND AVENUE STREET LIGHTING IMPROVEMENTS, VILLAGE OF Fox LAKE - Resident Engineer. TEG was hired by the Village of Fox Lake to provide design and construction engineering services for the first phase of a two phase ornamental street lighting improvement along Grand Avenue. Phase 1 improvements included Grand Avenue, between Pistakee Lake Road and York Street. The project length was approximately 0.50 miles. The project included the removal of existing street lighting and installation of thirty (30) custom, decorative street lighting assemblies. The work consisted of removal and disposal of unsuitable material, installation of concrete and metal helix light pole foundations, decorative street lighting installation, unit duct, lighting controllers, electrical service installation, and final restoration. TEG secured an IDOT Region One Highway Permit for work within IDOT ROW at the intersection of US-12 and Grand Avenue. The final construction cost of the project was under the original contract amount of $544K. PHASE Ill, WARRENVILLE ROAD I 4TH ST. RECONSTRUCTION, CITY OF WARRENVILLE - Construction Inspector. TEG was hired by the city to provide planning, design, and construction engineering services for this $1.3M MFT funded pavement reconstruction project. The project consisted of removing the existing permeable pavers, pervious base course and sub-base cross section and replacing it with a conventional full-depth HMA pavement for approximately 1 mile between IL Route 56 and Batavia Road. Due to excessive traffic speeds and pedestrian safety concerns, the project also featured traffic calming measures such as landscape median islands, lane narrowing, bike crossing pavement markings, LED stop signs, and stamped crosswalks. TEG provided a traffic study report which identified the needs for additional stop control along the corridor. PHASE Ill, SETTLER'S RIDGE SUBDIVISION REHABILITATION PROJECT, SUGAR GROVE, IL - Resident Engineer. As resident engineer for this $3.2M rehabilitation project, provided construction inspections/observations, layout, measurements, and pay estimates for the Village of Sugar Grove. The project consisted of milling and resurfacing the entire HOA subdivision, as well as 1 mile of Gordon Road South of Galena Blvd. Within the subdivision, ADA ramps, sidewalk, and curb and gutter were removed and replaced to follow current standards. Storm sewer replacement, drainage ditch design realignment, and seeding were also part of the extent of this project for the Village of Sugar Grove. The Village of Sugar Grove and Settler's Ridge HOA were given daily updates and pictures of the project to keep them involved. PHASE Ill, MONTGOMERY BUSINESS DISTRICT DEVELOPMENT PROJECT, AUCUTT ROAD, MONTGOMERY, ILLINOIS - Construction Inspector. As on site construction inspector for the development of the Nexeo Solutions Chemical Factory and the American Crystal Sugar production plant, provided construction observations and final inspections for this Montgomery Business District Development Project. Responsibilities included construction inspections and observations of water main, storm sewer, and sanitary sewer installation, HMA and concrete paving, and curb and gutter installation. Pressure testing of water main, as well as sanitary testing were also performed. After completion, final inspections were performed for the Village of Montgomery. PHASE Ill, MONTGOMERY OLD DOMINION FREIGHT SHIPPING FACILITY DEVELOPMENT, AUCUTT ROAD, MONTGOMERY, ILLINOIS - Construction Inspector. As on site construction inspector for the development of the Old Dominion Freight shipping facility, provided on site construction inspections for the Village of Montgomery. Responsibilities included inspections and observations of water main, storm sewer, and sanitary sewer installation, as well as HMA and concrete paving. Pressure testing of water main was also performed for the Village of Montgomery. PHASE Ill, HMA RESURFACING PROJECT, IL 71, STANDARD, ILLINOIS, ILLINOIS DEPARTMENT OF TRANSPORATION: DISTRICT 3 - Resident Engineer. As resident engineer for the Illinois Department of Transportation - District 3 on this $2.2M project, provided construction management, layout, documentation, and inspection for 4 miles of HMA resurfacing on IL 71 between IL 89 and Cedar Point, IL. This project consisted of milling the existing HMA and resurfacing this location of IL 71, along with pavement striping, raised reflective pavement markers, and incidental HMA. Due to drainage concerns with an adjacent HMA shoulder widening project throughout the same location of IL 71, the mainline profile of the road had to be raised, thus milling less in certain areas to allow for proper drainage.
