Guttman SIGNATURE________ _ ITEM SUMMARY: The Special Service Area#2 detention basin is located on the west side of Kress Creek south of Hawthorne Lane. The property the basin is on appears to be owned by the West Chicago Park District. The outfall appears to be on the City's property northwest of its Water Treatment Plant Facility. The outfall is for the storm lift station #8 which was originally constructed in 1984. The detention basin outfall into Kress Creek has failed and needs to be replaced. Additionally, erosion is occurring within the ditch north of Hawthorne Lane. The ditch north of Hawthorne Lane is mapped as Kress Creek. Drawings are available that show the ditch north of Hawthorne Lane, however it appears to have existed prior to these drawings, as early as 1939. Therefore, this area will be considered jurisdictional by DuPage County and the United Stated Army Corp of Engineers (USACE). The City hired Engineering Resource Associates (ERA) to help prepare the plans and bid specifications in March 2021 . ERA was also tasked with obtaining permits through DuPage County as well USACE for the in-stream work. The scope of work includes repairing the fallen storm outfall, installation of vegetated rock toe on either side of Kress Creek both north and south of Hawthorne lane as well as planting a seed mix conducive to high and low water levels. The plantings will also require three years of maintenance and monitoring to meet permit requirements. The request for bids was advertised in the Daily Herald and on an online bidding platform QuestCDN on July 5, 2022. The bids were opened on July 26, 2022. The below table represents the bid results. Staff's recommendation is to award the contract for this project to V3 Construction Group, LTD for a contract amount not to exceed $83,830.00.
