ITEM SUMMARY:
Ingenuity Way, is located in the DuPage Business Center, intersecting Innovation Drive with no outlet. The
development consists of public roadway improvements, storm water management facilities, the extension of public
utilities (i.e., watermain, water valves, fire hydrants, street lighting, and storm sewer main, parkway trees, etc.).
The Ingenuity Way project was completed in 2021, the developer has satisfactorily completed all required public
improvements, and there has been no maintenance issues observed. Typically as part of the acceptance process,
the original development security for a project is released and is supplanted by an eighteen (18) month
maintenance security per the Subdivision Regulations. The Developer in this case is the DuPage Airport Authority
and the City has an agreement with them that we do not require securities from them.
The DuPage Airport Authority has submitted the City’s standard acceptance documents (i.e. Deed of
Conveyance/Bill of Sale, as-built drawings, etc.) for this development project. Public Works Department staff is not
aware of any Liens filed against said development.
Staff recommends that the City Council approve the following:
1. Acceptance of all roadway improvements located within the dedicated public right-of-way on Ingenuity Way
as constructed for the DuPage Airport Authority, as the City of West Chicago’s ownership and maintenance
responsibility.
2. Acceptance of all water distribution system improvements located within a dedicated public right-of-way or
dedicated easement area, as installed as part of Ingenuity Way development, as the City’s ownership and
maintenance responsibility.
3. Acceptance of all storm sewer system improvements located within a dedicated public right-of-way, and/or
that portion as necessary to convey drainage from the public right-of-way to a stormwater management
facility as located within a dedicated easement area, and as installed for the Ingenuity Way development, as
the City’s ownership and maintenance responsibility.
Staff from the Department of Community Development and Public Works has inspected the development
improvements and recommend acceptance.
ACTIONS PROPOSED:
Approve Resolution No. 22-R-0040 authorizing the acceptance of the Ingenuity Way right-of-way and
related public improvements
