Call to Order at 7:04pm by Heidi Kuharich; Roll Call: Paulina Garcia, Uwe Gsedl, Judith Horsley, Heidi Kuharich, Buddy Plumlee, and City Liaison Daniel Peck in attendance; Quorum established -Guest Jacob Hernandez also in attendance 2. Approval of Minutes a. Cultural Arts Commission Special Meeting, June 29, 2022: Buddy Plumlee made the motion to approve, Judith Horsley seconded the motion, unanimous b. Cultural Arts Commission Meeting, August 4, 2022: Buddy Plumlee made the motion to approve with correction to date, Judith Horsley seconded the motion, unanimous 3. Public Participation/Presentation: none 4. Items for Discussion and Possible Action a. Banners i. 2022 Wrap-Up 1. Voting on People’s Choice Winner closes 9.23.22; will be reviewed by Commission at October meeting 2. Discussion on Artist Recognition includes review of past efforts with traditional reception held during Blooming Fest and hanging of work at City Museum; Judith Horsley suggests pulling submission notes from artists as part of recognition; discussion on City Council recognition of all artists at 10.17.22 meeting, inviting all artists to attend and announce winner of People’s Choice at that time (have banner on hand) ii. 2023 Theme 1. Best evidence points to 2023 being 15th year of banner program and should be highlighted as such 2. Discussion of theme that honors anniversary, celebration, life in West Chicago; Commission tentatively finalizes “15 Years of Celebrating Life in West Chicago” (holding final vote for October meeting) 3. Marketing will highlight the banners of all years iii. Banner Distribution 1. Discussion on how to distribute banners after exhibiting: in the past, they have been made available to artists for $125 (needs verification) with others being stored; Commission is unclear about where the fee goes and feels artists deserve to be given the banner after enhancing Downtown for summer months; Motion to allow artists to take banners free of charge, retroactively through all years made by Uwe Gsedl, seconded by Buddy Plumlee, unanimous 2. Heidi Kuharich will work with Sara Phalen to inventory all banners currently on hand and Dan Peck to contact artists b. Portals of a Dream World Update i. Submitted Photos: Heidi Kuharich requests all photos submitted to date from Dan Peck, confirmation that photos will be distributed to all Commission members no later than 9.9.22 ii. Marketing/Communications: currently depending on West Chicago Public Library District (WCPLD) to perform all official marketing on Portal Workshops iii. Additional Portal Opportunities: Gallery 200 Event during Mexican Independence Day Festival; possible workshop at Republic Bank to be added c. West Chicago Alebrije Sculpture Update i. Dedication: Dan Peck will work to schedule Mayor Pineda for event at WCPLD during week of 9.19.22; crucial to have high volume volunteers at event, Heidi Kuharich will contact ii. Volunteer Recognition: discussion on how to honor leads to framed photo and recognition certificate; Heidi Kuharich will review and outline specifics for Dan Peck d. CAC Activity Review Form i. Revisit template structure; no immediate changes noted ii. Review of event forms of past year [only one form available for discussion] iii. Commission will continue to use this format to review activities moving forward; Commission will refer to completed forms in making determinations on future activities e. Heidi Kuharich will work with Anni Holm to perform annual fall review g. Possible Upcoming Event Participation i. Noche de los Alebrijes [10.13 6-8pm] 1. WCPLD has requested participation: transfer WeGo Alebrije to event site; glow paint will be added by Commission in advance; Commission members will move sculpture before and after event 2. WCPLD is requesting activity support: discussion on Community Portal incorporating glow items; Heidi Kuharich will review and outline specifics for Dan Peck ii. Trunk-or-Treat [10.29 1-3pm] 1. Discussion on whether to participate and what Commission would do if so 2. Holding final vote for October meeting iii. Frosty Fest [12.3 4-7pm] 1. City has requested CAC participation again 2. Discussion on whether to participate; whether to recreate snowflake, continue with existing snowflake and add on, or something different 3. Holding final vote for October meeting iv. 2023 Salvage Art Events at Library [1.15 and 2.19] 5. Other Business a. Heidi Kuharich reports that the Commission Form has disappeared from the Cultural Arts Commission webpage and cannot be found easily; requests immediate rectification as candidates are waiting b. Discussion on next panel to include on Tampico wall as original plan was to populate entire wall over several years c. Uwe Gsedl provided public events schedule of Sister Cities September Visit d. Discussion on Master Plan provided brief review of activity to date; Dan Peck will now be incorporating as part of the Marketing & Communication Plan due out in 2023 (CAC to review prior); Buddy Plumlee will send previously compiled data to Dan Peck 6.
