ITEM SUMMARY:
As part of the City’s water treatment process, rotary hydrated lime is used to purify the raw water through a
softening process. When the lime bonds with targeted minerals (i.e., radium, calcium, magnesium, etc.) sludge is
generated. The sludge is transferred to three exterior holding lagoons until contractually removed. The last such
project was undertaken in late 2020 for a total project cost of $700,000.00.
The project was initially advertised for bids in the Daily Herald on July 5, 2022, and no bids were received. The
project was re-advertised for bid on August 2, 2022, and only one bid was received on August 19". The sole bid
received was in excess of the funds budgeted for the project. The Infrastructure Committee formally rejected the
bid on September 1, 2022.
Heartland Recycling — Aurora CCDD, LLC contacted staff requesting to exercise the renewal clause in its contract
from the previous project in 2020. They also requested the City to approve cost increases over 2020 pricing due
to significant changes in the economic climate since then. Staff recognized the validity of the request and
negotiated a new price per ton reflective of the current economic climate. Heartland reps offered a proposal with
pricing of $76.85 per wet ton, guaranteed through June 30, 2023. This quote represents a total of $ 1,229,600.00
for the entire project, which exceeds the budgeted amount for 2022. The additional funds necessary,
approximately $349,600.00, to complete project in 2023 will be allocated in the FY2023 budget.
Heartland staff will be able to mobilize and believes that it is capable of removing approximately 10,000 tons of
material by the end of 2022. The removal quantity of 10,000 wet tons represents approximately two-thirds of the
bid quantity. This approach was discussed with the Infrastructure Committee on September 1, 2022, and the
Committee members were in favor of it.
Heartland Recycling — Aurora CCDD, LLC has provided waste lime sludge removal services for the City of West
Chicago in 2008, 2013, 2018, and 2020, and has performed well in each instance. Heartland will be bringing the
same team to the project as was used in the 2020 project. Staff recommends approving Heartland Recycling —
Aurora CCDD, LLC for the 2022-2023 Water Treatment Plant Waste Lime Sludge Removal Project.
For Fiscal Year 2022, within the Water Fund (06-34-48-4210), $880,000.00 was budgeted for removal and
disposal of waste lime sludge from the City’s Water Treatment Plant lagoons (1400 W. Hawthorne Lane). The
remainder of the cost ($349,600.00) will be budgeted for the completion of the project in 2023. All removed sludge
will be disposed of in an EPA approved landfill.
