Rejection of Bids - Water Treatment Plant Waste Lime Sludge Removal Project. Alderman Brown inquired if anything was in the works for this project since the bids received were substantially over budget. Mr. Patel explained that the City's 2020 contract with Heartland Recycling had an option to extend, but at the same price. Heartland advised staff that they could not hold the original contract price, but proposed a price of $76.85 per ton. At this price, 2/3 of the sludge could be removed in 2022 with the existing budget. Aldermen Dimas and Beifuss expressed their support of the contract extension to remove whatever sludge is possible. Alderman Brown asked ifthe City could take advantage of the $76.85 per ton price now to get all sludge removed. Mr. Patel explained that the price is valid through June 2023, so the plan is to budget for the remaining 1/3 to be removed next year. Alderman Dimas made a motion, seconded by Alderman Brown, to reject the bids and approve staff to negotiate a contract with Heartland Recycling for the FY2022 budgeted amount at a price of $76.85 per ton. Resolution No. 22-R-0049 - Intergovernmental Agreement with the Illinois Department of Transportation and appropriation of funds of City's portion for IDOT Contract 62P22 for improvements along State Route IL-59. Alderman Brown asked for clarification on this item. Mr. Patel explained that IDOT is proposing a project along IL-59 from Edgewood Walk to Kress Creek, including portions of west Joliet Street. The work includes intersection improvements and a new traffic signal at Joliet Street. The project also includes interconnecting traffic signals along IL-59 between IL-56 and IL-64, as well as some signal improvements at IL-59 and James A venue. Some portions of this work are under the jurisdiction of the City, so IDOT wants to ensure the City will pay its portion of the costs, though the actual cost of the City's participation will be determined after the bid opening. Alderman Brown made a motion, seconded by Alderman Dimas to approve. Roll call found the vote unanimous for approval. Voting Yea: Aldermen Beifuss, Brown, Dimas, Hallett, and Short. Voting Nay: 0. 6. Unfinished Business. 2022 PCI Study. Mr. Patel distributed the 2022 Pavement Condition Index (PCI) Rating Evaluation Summary to show the strategies and costs that would be required in a single year to maintain the City's roadways at an acceptable level. While impractical, the purpose is to give some perspective into what staff is dealing with in terms of roadway maintenance and the costs associated with them. The goal is to maintain the roads at a 70+ rating, but with the current budget and grant funds there simply is not enough money coming in to keep up with the roadways. Mr. Patel explained that Ford is struggling to keep up with the automotive chip shortage, and they reserve about 35,000 vehicles for police vehicles across the U.S. As of a couple weeks ago, they already had about 14,000 orders waiting. Typically in the past the State has gone out to bid and staff would use that as a baseline to compare bids from local dealerships to give them an opportunity to beat the price. However, the State has not gone out to bid yet, and if staff waits for that process, there will be no vehicles available. Staff received only two bids after contacting 11 dealerships. Alderman Dimas inquired if the bids received seem reasonable in comparison to previous purchases when considering inflation and the changing economic conditions. Mr. Patel noted that the prices were about 30% higher than what the City paid last for Interceptors, but both dealerships were within 3 % of each other so it does not seem to be an issue of price gouging and is more likely a reflection of the current economic climate. Alderman Brown asked if any other manufacturers besides Ford have been considered. Mr. Patel explained that the Police Chief wants Ford vehicles to remain consistent with the existing fleet. Vehicle maintenance is also more consistent because staff would not have to stock additional parts for different manufacturers. Realistically, all manufacturers are experiencing chip shortages and not just Ford, so a different manufacturer would likely be facing the same production and supply issues. Alderman Dimas made a motion, seconded by Alderman Brown, to approve the purchase of five Police Interceptors and add the item to the September 6th City Council agenda. In general, vehicles are in short supply everywhere. For FY2023, Community Development and Public Works Department staff is planning and budgeting to replace two Ford Escape vehicles. Both of these are administrative vehicles, which will be mainly used for site visits, offsite meetings, and other non- construction related travel. To get ahead of the industry-wide short supply, staff within the Fleet Management Division was tasked with putting specs together for all proposed FY2023 vehicles and to obtain pricing. In response to this exercise, one of the Ford dealers that the City has purchased vehicles from in the past, notified staff that the order cutoff through Ford for 2023 Escapes is September 23, 2022. To expedite the procurement, the City of West Chicago recently solicited price quotes from one Ford dealership from Taylorville, for the 2023 Ford Escape. Bob Ridings Ford responded with the following quote, albeit for a hybrid model. • Bob Ridings Ford, Taylorville, Illinois - $31,539.00 each At this time, most dealers are not placing orders unless they have a purchase order in hand. Based on our conversations with the dealers, this is a Ford requirement. However, due to our existing relationship with Bob Ridings Ford, staff was provided some extra time to obtain a purchase order by going through the regular approvals. Vehicles will be purchased from the Capital Equipment Replacement Fund (04-34-39-4804) in which $31,600.00/each will be budgeted in FY 2023. An additional $3,000.00/each will be budgeted in FY 2023 for necessary appurtenances/equipment (i.e., lights, sirens, decals, radios, etc.) that will be installed by a third party after the City takes delivery of the units, The delivery is expected within 180 days from the order but, given the current circumstances, it can very well be delayed. Patel, P.E., CFM, Director of Public Works FROM: Rocky Horvath, Utility Superintendent DATE: 08/26/2022 RE: Private Use of Fire Hydrants The Department of Public Works receives multiple requests from private contractors, homeowners, and associations for the use of City fire hydrants for various purposes: i.e. filling a pool, landscape maintenance, construction activities, etc. Only City personnel or contractors performing work on City projects under the City's supervision are granted permission to use fire hydrants for specific project purposes. The Department denies all other private requests. While section 18-26 of the City code does allow this type of hydrant use, due to the contamination risk for the water system, the use of hydrants by the public was discontinued by the Department of Public Works several years ago as a part of the regulations for our cross connection control program. The cross connection control program was developed in order to comply with Illinois Department of Public Health (IDPH) rules that require all public water supplies in Illinois implement and enforce such a program to reduce and mitigate risks of water system contamination. Section 18-41 of the City code references the cross connection control program. Most of the codified cross connection regulations involve eliminating the risk of backflow. Backflow is a term in plumbing for an unwanted flow of water in the reverse direction. Backflow from cross- connections has the potential of allowing contaminants into the drinking water system. Backflow occurs in two primary ways: Back Siphonage-Occurs when the pressure lowers in the water distribution system. This could allow the pulling, of contaminated water into the system. Back Pressure-occurs when there is higher water pressure and contaminated water can be forced into the public water system. Distribution system contamination can and does occur because of backflow. ===== PDF PAGE 31 ===== [Extraction: embedded PDF text] Both of these are real threats to the water distribution system when using a fire hydrant. If the pressure in the water system drops while a hydrant is in use, material from anything connected to the hydrant will be drawn into the water system by the creation of a vacuum (think of a drinking straw). Conversely, if something with a pump is connected to a hydrant, say a chemical truck, the pump can force material into the distribution system. In order to safely use a fire hydrant the City's cross connection control program requires elimination of the threat posed by its use. There are two ways to accomplish this: 1. Fixed Air Gap-An air gap is an actual physical separation of the potable and non- potable system by an air space. 2. RPZ-A reduced pressure zone device (RPZD, RPZ, or RPZ valve) is a type ofbackflow prevention device used to protect water supplies from contamination. Option 1 is the City's preferred method for any equipment or device we allow to connect to a fire hydrant. We have checks to confirm an air gap is utilized when filling from a hydrant and monitor it during use. City equipment that uses fire hydrants has this feature built into it. Prior to using a fire hydrant, staff performs a thorough inspection of proper equipment. Other than City projects where staff with proper training are performing the work, the ongoing monitoring of fire hydrants for an air gap is not practical. We simply do not have the personnel to devote to this task. Option 2 is not practical to implement, as the plumbing code requires calibration and testing of the device before use. A temporary use of an RPZ on a hydrant is not feasible. A plumber has to calibrate the RPZ device when the water source is turned on and off. This is not practical in a setting where someone is watering landscaping at various locations. Per the plumbing code regulations, City staff does not have the ability to perform these calibration checks .. Surprisingly, backflow incidents are common and multiple incidents occur annually throughout the United States. There are multiple rules and regulations for a water utility related to this specific threat. The last large scale backflow incident involving a fire hydrant occurred in 2019 when a truck hydro seeding in Hillyard, Washington caused large scale water system contamination by pumping grass seed and fiber into the water system. This caused the water system to plug up and caused an E.coli outbreak in the area. Such incidents are costly. In 1999, the ABPA (American Backflow Prevention Association) survey gathered information to estimate the costs to water distribution systems to mitigate a backflow incident. The survey collected data from 103 systems serving 10,000 people or more. The survey results showed that for the systems that responded, water system operators expended an average of 494 hours per event mitigating backflow incidents. This figure does not include costs to repair damage to the water distribution system infrastructure; investigation, sampling, and laboratory analysis; clean-up of equipment; purchases of bottled water; responding to consumer complaints; lawsuits (both legal fees and judgments); the repair of property damage; loss of production; and medical expenses. While we strive to assist our residents and businesses in any way possible, it is not viable from a safety or economic standpoint to allow the use of fire hydrants for private purposes. Staff strongly recommends that current operational practices related to hydrants to continue as is. v/r
