Guttman SIGNATURE ITEM SUMMARY: ' The Water Treatment Plant is constructed of pre-cast concrete panels that are bolted together and bolted to interior framing for the building. The joints between these panels are sealed with a silicone compound that keeps out wind and moisture. In 2021, a determination was made to have the sealant replaced in all external joints based on spot survey performed by the staff as there are visible signs of water intrusion in the building. A Notice to Bidders was advertised in the Daily Herald on September 6, 2022, and sealed bids were opened on September 27, 2022. The results are below. Patel, P.E., CFM, Director of Public Works FROM: Rocky Horvath, Utility Superintendent DATE: 08/26/2022 RE: Private Use of Fire Hydrants The Department of Public Works receives multiple requests from private contractors, homeowners, and associations for the use of City fire hydrants for various purposes: i.e. filling a pool, landscape maintenance, construction activities, etc. Only City personnel or contractors performing work on City projects under the City's supervision are granted permission to use fire hydrants for specific project purposes. The Department denies all other private requests. While section 18-26 of the City code does allow this type of hydrant use, due to the contamination risk for the water system, the use of hydrants by the public was discontinued by the Department of Public Works several years ago as a part of the regulations for our cross connection control program. The cross connection control program was developed in order to comply with Illinois Department of Public Health (IDPH) rules that require all public water supplies in Illinois implement and enforce such a program to reduce and mitigate risks of water system contamination. Section 18-41 of the City code references the cross connection control program. Most of the codified cross connection regulations involve eliminating the risk of backflow. Backflow is a term in plumbing for an unwanted flow of water in the reverse direction. Backflow from cross- connections has the potential of allowing contaminants into the drinking water system. Backflow occurs in two primary ways: Back Siphonage-Occurs when the pressure lowers in the water distribution system. This could allow the pulling, of contaminated water into the system. Back Pressure-occurs when there is higher water pressure and contaminated water can be forced into the public water system. Distribution system contamination can and does occur because of backflow. ===== PDF PAGE 31 ===== [Extraction: embedded PDF text] Both of these are real threats to the water distribution system when using a fire hydrant. If the pressure in the water system drops while a hydrant is in use, material from anything connected to the hydrant will be drawn into the water system by the creation of a vacuum (think of a drinking straw). Conversely, if something with a pump is connected to a hydrant, say a chemical truck, the pump can force material into the distribution system. In order to safely use a fire hydrant the City's cross connection control program requires elimination of the threat posed by its use. There are two ways to accomplish this: 1. Fixed Air Gap-An air gap is an actual physical separation of the potable and non- potable system by an air space. 2. RPZ-A reduced pressure zone device (RPZD, RPZ, or RPZ valve) is a type ofbackflow prevention device used to protect water supplies from contamination. Option 1 is the City's preferred method for any equipment or device we allow to connect to a fire hydrant. We have checks to confirm an air gap is utilized when filling from a hydrant and monitor it during use. City equipment that uses fire hydrants has this feature built into it. Prior to using a fire hydrant, staff performs a thorough inspection of proper equipment. Other than City projects where staff with proper training are performing the work, the ongoing monitoring of fire hydrants for an air gap is not practical. We simply do not have the personnel to devote to this task. Option 2 is not practical to implement, as the plumbing code requires calibration and testing of the device before use. A temporary use of an RPZ on a hydrant is not feasible. A plumber has to calibrate the RPZ device when the water source is turned on and off. This is not practical in a setting where someone is watering landscaping at various locations. Per the plumbing code regulations, City staff does not have the ability to perform these calibration checks .. Surprisingly, backflow incidents are common and multiple incidents occur annually throughout the United States. There are multiple rules and regulations for a water utility related to this specific threat. The last large scale backflow incident involving a fire hydrant occurred in 2019 when a truck hydro seeding in Hillyard, Washington caused large scale water system contamination by pumping grass seed and fiber into the water system. This caused the water system to plug up and caused an E.coli outbreak in the area. Such incidents are costly. In 1999, the ABPA (American Backflow Prevention Association) survey gathered information to estimate the costs to water distribution systems to mitigate a backflow incident. The survey collected data from 103 systems serving 10,000 people or more. The survey results showed that for the systems that responded, water system operators expended an average of 494 hours per event mitigating backflow incidents. This figure does not include costs to repair damage to the water distribution system infrastructure; investigation, sampling, and laboratory analysis; clean-up of equipment; purchases of bottled water; responding to consumer complaints; lawsuits (both legal fees and judgments); the repair of property damage; loss of production; and medical expenses. While we strive to assist our residents and businesses in any way possible, it is not viable from a safety or economic standpoint to allow the use of fire hydrants for private purposes. Staff strongly recommends that current operational practices related to hydrants to continue as is. v/r
