Meeting ID: 870 5480 7648 Password: 621733 Functions of the Cultural Arts Commission As a point of reference to guide discussions and initiatives of this Commission, the below text from the City of West Chicago’s Municipal Code has been provided. The text outlines the functions of the Cultural Arts Commission which are meant to guide the Commission’s discussions and initiatives. As provided within the Municipal Code, the functions of this Commission include the following: The cultural arts commission shall: (1) Make recommendations to the city council for the provision of an environment in which the cultural arts will flourish within the corporate limits of the city; (2) Foster educational opportunities and enhance the quality of life for all of the residents of West Chicago by making recommendations to develop arts and cultural programs directed at various age, ethnic, and religious groups; (3) Enhance the economic base in West Chicago by promoting opportunities to combine areas and economic development; (4) Cooperate with the professional city staff to administer all commission programs and activities; (5) Support and foster strong bonds between and among all arts organizations in the community and encourage new arts organizations in a manner which will make the whole considerably stronger than the individual parts, which shall include working cooperatively with other city commissions, and other public and private agencies; (6) Apply for grants to support commission programs and administer and serve as a vehicle for "regrants" under the rules of the Illinois Arts Council and other agencies; (7) Provide a vehicle for publicizing all arts-related events of various organizations as well as community, state or national events related to the arts, and provide a strong public relations program for communicating the commission's goals and their impact on community life; and (8) Act as a resource center and clearing house for information and provide technical assistance to community arts organizations to enable them to improve the effectiveness of grant writing, planning, audience development, identification of sources for funds, and assistance in connection with legal, tax, insurance and liability issues related to arts programs and arts organizations. ===== PDF PAGE 2 ===== [Extraction: embedded PDF text] 1. Art Banner Exhibit – Cont’d Discussion a. During the previous meeting on Thursday, September 1 the Commission voted to allow participants of the City’s annual art banner exhibit to receive their artwork banners free of charge. Since this time, Chairperson Kuharich has requested to revisit this item and rescind the initial vote to give artwork back to artists. i. The Commission will need to initially vote to rescind their previous choice of providing artwork to the artists. After which, if the Commission has chosen to revisit and continue the discussion, then members will need to discuss a formal program that can be implemented that will provide a distinguished timeline of when banners are no longer available and must be retired and discarded. This formal plan should outline the following: 1. Address the 14 years of banners that have accumulated, and how those banners will be dealt with. a. If the banners are to be sold, and the artists wish to purchase the product, then the Commission must develop a payment process in which the banners are paid for via a check that is submitted to City staff, and develop a process for pick-up of banners from Public Works location. Payments received will be given to the City and returned to the General Fund. b. If the banners are not to be sold, and the Commission wishes to give the banners back to the respective artists, then the Commission must develop a process for pickup that includes times and locations of pickup. c. In either case, if banners are to be sold or not sold, and artists do not wish to pick them up, then the Commission must establish a plan of action that will allow for a decision to be made that will have the banners discarded to prevent them from continuing to accumulate. 2. Identify means for community outreach. a. Regardless of decision, the Commission will need to establish a written communications plan that involves Commission members being responsible for primary outreach to the community for the banner distribution program. If City staff time and assistance is needed, the Commission must outline objectives, content, dates, and other items for staff to review and initiate. b. Art Banner 2023 Theme: Life In West Chicago i. During the previous meeting the Commission discussed the theme for 2023 Banner selection which the Commission was proposing “Life in West Chicago” as the proposed theme from artwork. After review of the 2021 and 2022 submissions, there is only a limited amount of West Chicago submissions and this theme may limit those who submit as they do not reside in West Chicago making the theme irrelevant to them. In 2021, 19 of 36 artists who submitted work were from West Chicago; and in 2022, 20 of 54 artists who submitted work were from West Chicago. City staff encourages the Commission to review another theme, but it is ultimately the decision of the Commission. Staff Recommendation for Banner Purchasing vs. Not Purchasing: It is staff’s recommendation that the Commission stays the course with their voted upon decision to allow artists to receive their artwork at no cost, and establishing an outreach program to contact previous year artists. It will take the Commission additional time to work with City staff to develop a program and present it to the Public Affairs Committee for review and approval, and some artists have already requested as to what is to be done with the banners. Banners have accumulated for many years and only a small amount have actually been repurchased with collection practices not being outlined properly which will need to be addressed before any collection is ===== PDF PAGE 3 ===== [Extraction: embedded PDF text] made going forward. In addition, the payments received will be re-distributed to the City’s General Fund, and truly do not affect the Commission’s budget. With regards to the artists, the artists have dedicated their time and efforts to beautify our downtown and should be rewarded as such with this small token of appreciation at no cost to them. 2. Art Banner Exhibit “People’s Choice Award Winner” i. 295 Ballots were collected. Of which, 291 were legitimate submission. The overwhelming choice by 103 participants was Banner # 20, “Duck Weather” by Sue Krzyzanowski. The following were the other Top 3. 1. Banner #6: 30 (“Sunny Days” by Carson March); Banner #8: 29 (“Fresh Start” by James Lauro); Banner #17 (“The Red-Winged Orator” by Cheryl Rausch) 2. An Excel Sheet showing submission first names and selections is attached. ii. Recognition at Council Meeting: October 17, 2022. The City will add an item to the agenda for the October 17 City Council meeting in which the Mayor will announce the winner of the “People’s Choice Award.” The award winner, if present, will be provided with their banner after the announcement. City staff will notify the winner. iii. Additional Announcement/Recognition. All participants will be notified via email of the results of the People’s Choice Award by City staff and thanked for participating. If banners are to be given back to artists at no cost, then they will be notified as such, otherwise it will be explained that a formal plan is underway. Additionally, City staff will put out an announcement on the City’s site referencing the People’s Choice Award Winner and will share a subsequent social media post. 3. Alebrijes Projects i. Portals 1. Heidi has items to add for glow-in-dark features to portals. City staff will follow lead of WCPLD in communications efforts to promote event. ii. Sculpture 1. A dedication ceremony was held on October 5. The sculpture is complete and is available for viewing at the WCPLD. Commission members will work with WCPLD staff on removal at some point in time. 4. Tampico Murals a. Currently there are two murals on the façade with the initial mural being installed in coordination with the Commission, and most recently, a mural was installed for the “Year of the Alebrijres” that was not associated with the Commission. Although an initiative may have been discussed by the Commission in previous years, and two murals have been installed, there is no reference to a program. In order to meet the functions of this Commission, members of such must establish a program that provides some details as to their wishes and objectives that can then be presented to the Public Affairs Committee/City Council. i. This discussion item should have an end-goal of beginning the process of creating a formal program along with formal documentation that can then be presented to, and potentially approved by, the Public Affairs Committee/City Council for a program that will allow for future coordination with other artists/organizations to install murals along the façade of the Tampico building. It should include prerequisites to install a mural, what organizations/individuals are eligible to present ideas for murals, process, budget, etc. 1. As a staff suggestion, and to fully fulfill the functions of the Commission, perhaps the discussion(s) shouldn’t primarily be about murals at Tampico, but perhaps could/should be focused on an overall “West Chicago Community Mural Program.” Such a program could outline the prerequisites of installing a mural anywhere within the City limits and outline the process in doing such as well as means of promoting the ===== PDF PAGE 4 ===== [Extraction: embedded PDF text] program. Ultimately, the program should establish the CAC as the entity of the City that guides this particular cultural arts initiative in West Chicago, not the entity that fulfills the actual initiative on their own. 5. Other Business - Event Volunteer Sign-Up a. Staff has sent emails to Commission members regarding volunteer sign up forms for upcoming events. If Commission members wish to assist at the upcoming Halloween Festivities on October 29 or Frosty Fest on December 9 they can do so by filling out the form or contacting Nicolette Stefan at nstefan@westchicago.org.
