Mayor Ruben Pineda called the meeting to order at 7:00 pm. 2. Pledge of Allegiance. Alderman Stout led all in the Pledge of Allegiance. 3. Roll Call and Establishment of a Quorum. Roll call found Lori Chassee, James E. Beifuss, Jr., Heather Brown, Jayme Sheahan, Sandy Dimas, Rebecca Stout, Jeanne Short, Christopher Swiatek, Alton Hallett, John E. Jakabcsin and Joseph C. Morano present. Aldermen Dettmann, Birch Ferguson, and Garling were absent. The Mayor announced a quorum. Also in attendance were City Administrator Michael Guttman and City Attorney Pat Bond. 4. Public Participation. e People’s Choice Banner Winner: Sue Krzyzanowski — Duck Weather. e Don Feld: Mr. Feld spoke about the Kerr-McGee site and naming it TAG Park. 5. City Council Meeting Minutes of October 3, 2022. Alderman Chassee made a motion, seconded by Alderman Hallett, to approve the minutes of October 3, 2022, with no changes. Voting Aye by Roll Call Vote: Chassee, Beifuss, Brown, Dimas, Stout, Short, Sheahan, Hallett, Jakabcsin, Swiatek, and Morano. Motion carried. 6. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by Alderman Brown to approve the October 17, 2022, Corporate Disbursement Report in the amount of $606,819.68. Voting Aye by Roll Call Vote: Chassee, Beifuss, Brown, Sheahan, Dimas, Short, Stout, Swiatek, Hallett, Jakabcsin and Morano. Motion carried. 7. Consent Agenda * Development Committee: A. Ordinance No. 22-O-0025 — An Ordinance Amending the Code of Ordinances of the City of West Chicago — Appendix A, Articles VII and XIII of the Zoning Code of Relating to Fences and Driveways. Alderman Stout made a motion, seconded by Alderman Swiatek, to approve the above item. Voting Aye by Roll Call Vote: Chassee, Beifuss, Brown, Sheahan, Dimas, Stout, Short, Swiatek, Hallett, Jakabcsin and Morano. Motion carried. * Infrastructure Committee: B. Approve — The Purchase of Two 2023 Ford Escape Hybrid Vehicles from Bob Ridings Ford (for an amount not to exceed $63,078.00) and Authorize the City Administrator to Contract with a Third-Party to Install the Necessary Appurtenances/Equipment for Those Two Vehicles at an Estimated Cost of $6,000.00 C. Resolution No. 22-R-0059 — A Resolution Authorizing the Mayor to Execute a Contract with Polydyne, Inc. for the Procurement of Dry Anionic Polymer for Fiscal Year 2023 (in an amount not to exceed $24,720.00). D. Resolution No. 22-R-0060 — A Resolution Authorizing the Mayor to Execute a Contract with Mississippi Lime Company for the Procurement of Rotary Hydrated Lime for Fiscal Year 2023 (in an amount not to exceed $512,715.00). E. Resolution No. 22-R-0061 — A Resolution Authorizing the Mayor to Execute a Contract with Alexander Chemical Company for the Procurement of Liquid Sodium Hypochlorite for Fiscal Year 2023 (in an amount not to exceed $180,000.00). F. Resolution No. 22-R-0064 — A Resolution Authorizing the Mayor to Execute a Contract with JSL Building Restoration Group, Inc. for the 2022 WTP Joint Sealant Replacement Project (in an amount not to exceed $139,675.00). Alderman Beifuss made a motion, seconded by Alderman Dimas, to approve the above items. Voting Aye by Roll Call Vote: Chassee, Beifuss, Brown, Sheahan, Dimas, Stout, Short, Swiatek, Hallett, Jakabcsin and Morano. Motion carried. * Items Not Sent to Committee: E. Concur — With the Mayor's Appointment of Jacob Hernandez to the Cultural Arts Commission for an Unexpired Term Ending April 2025. Alderman Morano made a motion, seconded by Alderman Short, to approve the above items. Mayor’s Comments. Mayor Pineda announced that the City received an award from the Chamber of Commerce for being a Premier Member and supporting businesses. He also mentioned that Healthy West Chicago and the City were the recipients of this year’s Public Policy Award from the National Forum for advancing infrastructure changes that have made walking and active living more accessible to more people in West Chicago. Mayor said that so far there have been 47 applicants for Assistant City Administrator and 19 applicants for Finance Director. 13. Executive Session. None. 14.
