ITEM SUMMARY:
The entire auto industry is facing unprecedented times as it relates to supplies and inflationary pressures.
In general, vehicles are in short supply everywhere. For FY2023, Community Development and Public
Works Department staff is planning and budgeting to replace two Ford Escape vehicles. Both of these
are administrative vehicles, which will be mainly used for site visits, offsite meetings, and other non-
construction related travel.
To get ahead of the industry-wide short supply, staff within the Fleet Management Division was tasked
with putting specs together for all proposed FY2023 vehicles and to obtain pricing. In response to this
exercise, one of the Ford dealers that the City has purchased vehicles from in the past, notified staff that
the order cutoff through Ford for 2023 Escapes is September 23, 2022.
To expedite the procurement, the City of West Chicago recently solicited price quotes from one Ford
dealership from Taylorville, for the 2023 Ford Escape. Bob Ridings Ford responded with the following
quote, albeit for a hybrid model.
e Bob Ridings Ford, Taylorville, Illinois - $31,539.00 each
At this time, most dealers are not placing orders unless they have a purchase order in hand. Based on
our conversations with the dealers, this is a Ford requirement. However, due to our existing relationship
with Bob Ridings Ford, staff was provided some extra time to obtain a purchase order by going through
the regular approvals.
Vehicles will be purchased from the Capital Equipment Replacement Fund (04-34-39-4804) in which
$31,600.00/each will be budgeted in FY 2023. An additional $3,000.00/each will be budgeted in FY 2023
for necessary appurtenances/equipment (i.e., lights, sirens, decals, radios, etc.) that will be installed by a
third party after the City takes delivery of the units, The delivery is expected within 180 days from the
order but, given the current circumstances, it can very well be delayed.
ACTIONS PROPOSED:
That the West Chicago City Council authorize the purchase of two 2023 Ford Escape Hybrid vehicles, for
a cost not to exceed $63,078.00, from Bob Ridings Ford, Taylorville, Illinois, and authorize the City
Administrator to contract with a third-party to install the necessary appurtenances/equipment for those
two vehicles at an estimated cost of $6,000.
