ITEM SUMMARY:
Liquid Aluminum Sulfate is one of the various chemicals used at the City’s Water Treatment Plant in the
treatment of the City’s municipal water supply. Approximately 100 Tons of Liquid Aluminum Sulfate are
used annually. Liquid Aluminum Sulfate (Alum) is fed as a reaction enhancement in the treatment
process. Alum binds with bicarbonate salts in the raw water and promotes solids separation in the
claricone.
A Notice to Bidders was advertised in the Daily Herald on September 6, 2022, and sealed bids were
opened on September 27, 2022. There were three (3) bids received. The results are below. The low
bidder was Alexander Chemical Company of Kingsbury, Indiana, for a total contract price of $22,900.00
($229.00/ton delivered).

This represents a 14.63% increase from Fiscal Year 2022 unit prices. The increase is largely attributed to
an increase in energy costs, fuel surcharges, and driver shortages. A bid tab showing the results of the
bid opening is attached for additional clarification.
Staff recommends that a contract be awarded to Alexander Chemical Company for procurement of
Liquid Aluminum Sulfate for a sum of $22,900.00 for Fiscal Year 2023. Alexander Chemical Company
has not previously supplied Liquid Aluminum Sulfate to the City.
In FY 2023, adequate funds will be budgeted in the Water Fund, Water Treatment Plant Operations —
Chemicals (06-34-48-4626) to cover this expenditure.
ACTIONS PROPOSED:
Approve Resolution No. 22-R-0062 authorizing the Mayor to execute a contract with Alexander Chemical
Company of Kingsbury, Indiana, for the procurement of Liquid Aluminum Sulfate for Fiscal Year 2023 in
an amount not to exceed $22,900.00.
COMMITTEE RECOMMENDATION:
The Infrastructure Committee voted 7-0 for approval.
