Guttman SIGNATURE ITEM SUMMARY: Hydrofluorosilicic Acid is one of the various chemicals used at the City’s Water Treatment Plant in the treatment of the City’s municipal water supply. Approximately 22 Tons of Hydrofluorosilicic Acid are used annually. Hydrofluorosilicic Acid (HFS) is fed as a requirement from the Illinois Department of Public Health (IDPH). IDPH requires that a minimum residual of 0.7 +/- 0.1 mg/L F° (fluoride ion) be maintained in Public Drinking Water. A Notice to Bidders was advertised in the Daily Herald on September 6, 2022, and sealed bids were opened on September 27, 2022. There was one (1) bid received. The results are below. Bidder Bid Amount Overall Rank Alexander Chemical Company $26,356.00 1 That bidder was Alexander Chemical Company of Kingsbury, Indiana for a total contract price of $26,356.00 ($1,198.00/ton delivered). This represents a 71.14% increase from Fiscal Year 2022 unit prices. The increase is largely attributed to increases in energy costs, fuel surcharges, inflationary economic environment and driver shortages. Staff recommends that a contract be awarded to Alexander Chemical Company for procurement of Hydrofluorosilicic Acid for a sum of $ 26,356.00 for Fiscal Year 2023. Alexander Chemical Company has previously supplied Hydrofluorosilicic Acid to the City. In FY 2023, adequate funds will be budgeted in the Water Fund, Water Treatment Plant Operations — Chemicals (06-34-48-4626) to cover this expenditure. ACTIONS PROPOSED: Approve Resolution No. 22-R-0063 authorizing the Mayor to execute a contract with Alexander Chemical Company of Kingsbury, Indiana, for the procurement of Hydrofluorosilicic Acid for Fiscal Year 2023 in an amount not to exceed $26,356.00. COMMITTEE RECOMMENDATION: The Infrastructure Committee voted 7-0 for approval.
