CITY COUNCIL MINUTES
Regular Meeting
November 7, 2022
1. Call to Order. Mayor Ruben Pineda called the meeting to order at 7:00 pm.
2. Pledge of Allegiance. Alderman Swiatek led all in the Pledge of Allegiance.
3. Roll Call and Establishment of a Quorum.
Roll call found James E. Beifuss, Jr., Heather Brown, Jayme Sheahan, Sandy Dimas, Rebecca
Stout, Jeanne Short, Christine Dettmann, Melissa Birch Ferguson, Matthew Garling, Christopher
Swiatek, Alton Hallett, John E. Jakabcsin and Joseph C. Morano present. Alderman Lori
Chassee was absent. The Mayor announced a quorum.
Also in attendance were City Administrator Michael Guttman, Mehul Patel and City Attorney Pat
Bond.
4. Public Participation.
e Connie Schmidt: Chair of the local Sierra Club. The Club is collecting data on air quality
and wants careful consideration of the proposed Waste Transfer Station.
e Janice F. Guider: Member of the local Sierra Club. The Club is committed to an
environment of good health, and would like more information on the LRS Waste Transfer
Station.
e Maria Paulina Garcia: Spoke against the LRS Transfer Station, and is requesting more
lead time for the waste transfer hearing date.
e Julieta Alcantar-Garcia: Resident and representing Immigrant Solidarity DuPage. Spoke
regarding the LRS Transfer Station public hearings and the Kerr-McGee site plans.
Emphasized the impact on the public health, to make sure it is safe.
e Jackson Paller: Representing Citizen Advocacy Group. Reviewed two criteria of the
siting process on which the City Council should focus.
5. City Council Meeting Minutes of October 17, 2022. Alderman Swiatek made a motion,
seconded by Alderman Jakabcsin, to approve the minutes of October 17, 2022, with no
changes.
Voting Aye by Roll Call Vote: Beifuss, Brown, Dimas, Stout, Short, Dettmann, Birch Ferguson,
Sheahan, Hallett, Jakabcsin, Swiatek, and Morano. Alderman Garling abstained. Motion
carried.
6. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by Alderman
Garling to approve the November 7, 2022, Corporate Disbursement Report in the amount of
$725,397.13.
Voting Aye by Roll Call Vote: Beifuss, Brown, Dimas, Stout, Short, Dettmann, Birch Ferguson,
Sheahan, Hallett, Garling, Jakabcsin, Swiatek, and Morano. Motion carried.
7. Consent Agenda
* Infrastructure Committee:
A. Resolution No. 22-R-0021 — A Resolution Authorizing the Mayor to Execute a
Contract with Schroeder Asphalt Services, Inc. for the Fair Meadows Subdivision Rehabilitation
Project (for an amount not to exceed $1,447,324.76).
B. Resolution No. 22-R-0065 — A Resolution Authorizing the Mayor to Execute a
Contract with MacCARB, Inc. for the Procurement of Liquid Carbon Dioxide for Fiscal Year 2023
(for an amount not to exceed $112,500.00).
C. Resolution No. 22-R-0067 — A Resolution Authorizing the Mayor to Execute a
Contract Amendment No. 1 with Operations Management International, Inc. for Professional
Services Related to the Management and Operations of the West Chicago Winfield Wastewater
Authority's Regional Wastewater Treatment Plant for the Remainder of the Contract Ending in
2027.
Alderman Beifuss made a motion, seconded by Alderman Morano, to approve the above items.
Voting Aye by Roll Call Vote: Beifuss, Brown, Dimas, Stout, Short, Dettmann, Birch Ferguson,
Sheahan, Hallett, Garling, Jakabcsin, Swiatek, and Morano. Motion carried.

* Finance Committee:
**D. Ordinance No. 22-O-0035 — An Ordinance Amending the Annual Budget for the
City of West Chicago, DuPage County, Illinois for the Fiscal Year Commencing January 1, 2022
and ending December 31, 2022 Passed and Adopted by Ordinance No. 21-O-0036 — Fourth
Quarter 2022 Budget Amendment.
E. Resolution No. 22-R-0066 — A Resolution Retaining Speer Financial, Inc. as the
City’s Advisor on Municipal Debt Issuances.
**Item 7.D. was removed from the Consent Agenda and placed under Unfinished
Business.
Alderman Dimas made a motion, seconded by Alderman Brown, to approve the above item.
Voting Aye by Roll Call Vote: Beifuss, Brown, Dimas, Stout, Short, Dettmann, Birch Ferguson,
Sheahan, Hallett, Garling, Jakabcsin, Swiatek, and Morano. Motion carried.
8. Reports by Committees: None
9. Unfinished Business:
A. Ordinance No. 22-O-0035 — An Ordinance Amending the Annual Budget for the City
of West Chicago, DuPage County, Illinois for the Fiscal Year Commencing January
1, 2022 and ending December 31, 2022 Passed and Adopted by Ordinance No. 21-
O-0036 — Fourth Quarter 2022 Budget Amendment.
Alderman Brown raised a concern about the amount of money being added via the Amendment.
Administrator Guttman reviewed the key larger changes noting that nearly all were previously
known to the Elected Officials
Alderman Dimas made a motion, seconded by Alderman Stout, to approve the above item.
Voting Aye by Roll Call Vote: Beifuss, Brown, Dimas, Stout, Short, Dettmann, Birch Ferguson,
Sheahan, Hallett, Garling, Jakabcsin, Swiatek, and Morano. Motion carried.
10. New Business:
Alderman Dettmann spoke about concerned raised about an air/pellet gun on private property.
She would like staff to research. No aldermen objected.

15. Adjournment. At 7:30 pm, Alderman Stout made a motion, seconded by Alderman Dimas,
to adjourn. All Aldermen voted aye by Voice Vote.
