ITEM SUMMARY:
The project includes rehabilitation of approximately 1.62 miles of roadway along Allen Avenue, Barber Street,
Blakely Street, all from Augusta Avenue to Glen Avenue; Bishop Street from Roosevelt Road (IL Route 38) to
Forest Avenue; Augusta Avenue from Joliet Road to Neltnor Boulevard (IL Route 59); and Glen Avenue from Joliet
Road to Bishop Street. It also includes installation of approximately 1,000-feet of a new 8-inch watermain along
Bishop Street as well as 20 new water services. The project’s work generally consists of pavement milling, hot-mix
asphalt (HMA) resurfacing, full-depth HMA pavement patching, intermittent concrete sidewalk, curb ramps, and
combination concrete curb and gutter removal and replacement, utility structure adjustments, parkway restoration,
Thermoplastic pavement markings, and all incidental and miscellaneous work necessary to complete the project
as shown on the project plans and detailed in the project specifications.
The City had originally secured $400,000 in Community Development Block Grant (CDBG) funds for this project.
During the design stage it was determined the existing 4-inch watermain along Bishop Street is in poor shape and
needs a replacement. Staff estimated the cost of replacing approximately 1,000 lineal feet of 8-inch watermain and
20 new water services will be in the range of $250,000-$300,000. Staff approached the County to request
additional funding and was successful in securing additional $200,000 in CDBG funds, for a total CDBG of
$600,000. CDBG is a reimbursement grant where the City will have to upfront the costs of the construction and
seek reimbursement through DuPage County. Per the CDBG agreement with DuPage County, 100% of grant
funds must be expended by October 31, 2022.
The request for bids was advertised in the Daily Herald and on an online bidding platform QuestCDN on March 8,
2022. The bids were opened on March 29, 2022. Below table represent the bid results.

Schroeder Asphalt Services, Inc. (Schroder Asphalt) of Huntley, Illinois, submitted a base bid proposal value of
$1,447 ,324.76, approximately 9.0% higher than the engineer’s estimated cost of $1,331,133.28. This difference of
cost appears to be contributed to a significant increase in material costs for both water main and electrical related
items. The second lowest bid proposal, submitted by A. Lamp Concrete Contractors, Inc., was $1,474,500.00.

Schroeder Asphalt has previously contracted with the City to perform similar work in the past. Most recently last
year when they were awarded the Commerce Drive Reconstruction Project and in 2019 when they were awarded
the City’s Washington Street Reconstruction Project (Sect: 16-00079-00-PV), which were performed satisfactorily.
Schroeder Asphalt is registered by the Illinois Department of Transportation as a prequalified contractor.
It is staff's recommendation that a contract be awarded to Schroeder Asphalt Services, Inc. of Huntley, Illinois, for
the Fair Meadows Subdivision Rehabilitation Project, for a contract amount not to exceed $1,447,324.76.
The cost of this project will be paid using Capital Projects Fund (08-34-53-4807) where $811,920.00 has been
budgeted for this project in 2022. The sewer related cost will be paid from the Sewer Fund Capital Outlay (05-34-
43-4806) where $118,080.00 has been budgeted for this project in 2022. The watermain related cost is unbudgeted
since the scope was recently expanded; however, there are funds available in Water Fund Capital Outlay (06-34-47
4806) that can be used towards this project.
ACTIONS PROPOSED:
Approve Resolution No. 22-R-0021 authorizing the Mayor to execute a Contract with the lowest responsible bidder,
Schroeder Asphalt Services, Inc. of Huntley, Illinois, for the Fair Meadows Subdivision Rehabilitation Project, for a
contract amount not to exceed $1,447,324.76.
COMMITTEE RECOMMENDATION:
The Infrastructure Committee voted 5-0 for approval.
