Michael Guttman called the meeting to order at 1:00 P.M. 2. Roll Call and Establishment of a Quorum. Roll call found in attendance: Karen Apostoli of West Chicago Elementary School District 33, Nicole Prater of Winfield Township, Michael Gasparini of West Chicago Park District, Patrick Tanner of West Chicago Fire Protection District, Benjamin Weseloh of West Chicago Public Library District, Paul Hoss of DuPage County, and Michael Guttman of City of West Chicago. Others in attendance included: Vince Malina of Rite-Way Automotive, and Tom Dabareiner and Pete Kelly both of City of West Chicago. 3. Approval of November 19, 2019 Minutes. A motion was made by the West Chicago Public Library District and seconded by DuPage County to approve the minutes from the November 19, 2019 Joint Review Board meeting. The motion was approved unanimously via voice vote. 4. Review of FY 2019 Annual TIF Report. Pete Kelly reviewed the background of the existing Downtown TIF District and gave an overview of the FY 2019 Annual TIF Report. The beginning FY 2019 TIF fund balance was 612,488, with $1,059,782 in revenues and 741,045 in expenditures, leaving a fund balance of $931,225. Mr. Guttman explained that the TIF is set to expire in 2023, and that the City Council has directed the early termination of the TIF and establishing an updated TIF at a reduced size.
