Michael Guttman called the meeting to order at 1:30 P.M. 2. Roll Call and Establishment of a Quorum. Roll call found in attendance: Karen Apostoli of West Chicago Elementary School District 33, Michael Gasparini of West Chicago Park District, Patrick Tanner of West Chicago Fire District, Benjamin Weseloh of West Chicago Public Library District, Paul Hoss of DuPage County, Randy Ramey of Wayne Township and Michael Guttman of City of West Chicago. Others in attendance included: Nicole Prater of Winfield Township, Vince Malina of Rite-Way Automotive, and Tom Dabareiner and Pete Kelly of City of West Chicago. 3. Approval of November 19, 2019 Minutes. A motion was made by DuPage County and seconded by the West Chicago Public Library District to approve the minutes from the November 19, 2019 Joint Review Board meeting. The motion was approved unanimously via voice vote. 4. Review of FY 2019 Annual TIF Report. Pete Kelly reviewed the background of the Oliver Square TIF District and gave an overview of the FY 2019 Annual TIF Report. The Oliver Square TIF fund for FY 2019 showed a beginning balance of $170,382. With revenues of $13,522 and no expenditures or encumbrances for the year, the fund had a closing balance at year-end of $183,904. Mr. Kelly explained that several potential businesses had expressed interest in occupying space in the Mosaic Crossing shopping center, and that the property owner had recently raised the issue of requesting TIF monies to make improvements to the center in order to attract these and other tenants.
