CITY COUNCIL MINUTES
Regular Meeting
March 6, 2023
1. Call to Order. Mayor Pro Tem Lori Chassee called the meeting to order at 7:00 p.m.
2. Pledge of Allegiance. Alderman Beifuss led all in the Pledge of Allegiance.
3. Roll Call and Establishment of a Quorum.
Roll call found Lori Chassee, James E. Beifuss, Jr., Jayme Sheahan, Rebecca Stout, Melissa
Birch Ferguson, Jeanne Short, Sandy Dimas, Christine Dettmann, Heather Brown, John E.
Jakabesin, Joseph C. Morano, Alton Hallett, and Christopher Swiatek present. Mayor Ruben
Pineda and Alderman Matthew Garling were absent. The Mayor Pro Tem announced a
quorum.
Also in attendance were City Administrator Michael Guttman, City Attorney Pat Bond, Assistant
City Administrator Tia Messino, Finance Director Nikki Giles, Assistant Finance Director Diana
Soltess, and Human Resources Manager Sash Dumanovic.
4. Public Participation.
Nikki Giles was recognized for her promotion to Finance Director. Administrator Guttman
introduced Sash Dumanovic, Tia Messino and Diana Soltess to the City Council.
5. City Council Meeting Minutes of February 20, 2023. Alderman Swiatek made a motion,
seconded by Alderman Stout, to approve the minutes of February 20, 2023. All Aldermen voted
aye by Voice Vote.
6. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by Alderman
Hallett to approve the March 6, 2023, Corporate Disbursement Report in the amount of
$855,489.82.
Voting Aye by Roll Call Vote: Chassee, Beifuss, Stout, Birch Ferguson, Short, Dimas,
Dettmann, Brown, Morano, Jakabcsin, Sheahan, Hallett, and Swiatek. Motion carried.

10. New Business:
The Western DuPage Chamber of Commerce is having trouble securing a carnival operator and
fireworks provider for the 2023 Railroad Days Event. Executive Director Dave Sabathne sought
informal direction to move the dates to June 22-25, 2023 and, if agreeable, to have staff prepare
a 2023 Funding Agreement with the Chamber under the same terms and conditions as in the
past and within the funding amount approved in the 2023 Budget for the March 20, 2023 City
Council Meeting. The City Council gave unanimous direction to City staff.
11. Correspondence and Announcements
Alderman Brown mentioned that this Saturday, March 11, 2023 the Polar Plunge is taking place
at Hawthorne’s Backyard. Also, that March 15, 2023 is Stiff Person Syndrome Awareness Day.
Alderman Dettmann mentioned the fundraiser by DuPage Veterans Foundation benefitting
Honor Flight Chicago on May 6, 2023 from 11:00 a.m. until 3:00 p.m.
