Guttman SIGNATURE TLS ITEM SUMMARY: COMMITTEE AGENDA DATE: March 2, 2023 COUNCIL AGENDA DATE: March 20, 2023 The Water Treatment Plant (WTP) is constructed of pre-cast concrete panels that are bolted together and bolted to interior framing for the building. The joints between these panels are sealed with a silicone compound that keeps out wind and moisture. In 2021, a determination was made to have the sealant replaced in all external joints based on a spot survey performed by the staff as there are visible signs of water intrusion in the building. On October 17, 2022, the City Council approved Resolution No. 22-R-0064 awarding the 2022 WTP Joint Sealant Replacement Project to JSL Building Restoration Group, Inc. for $139,675.00. The project got underway soon after the award but came to a stop due to material shortages as well as weather conditions. The project is currently about 70% complete with the balance of work to begin in the spring 2023. During the construction, the crews identified joint failures around the windows on the fourth floor of the WTP. This work was not part of the original sealant work. JSL has provided a quote to remove and reseal the joints around the windows for $29,400.This will bring the total project cost to $169,075. This will also push the completion date of the project to April 30, 2023. There are adequate funds in the Water Fund, Water Treatment Plant Operations — Building Repair (06- 34-48-4401) to cover this expenditure. ACTIONS PROPOSED: Approve Resolution No. 23-R-0021 authorizing the Mayor to execute Change Order No. 1 with JSL Building Restoration Group, Inc., of Franklin Park, Illinois, for the 2022 WTP Joint Sealant Replacement Project in an amount not to exceed $29,400 for a revised contract value of $169,075.00 COMMITTEE RECOMMENDATION: The Infrastructure Committee voted 7-0 for approval.
