ITEM TITLE:
ITEM SUMMARY:
The City of West Chicago Public Works Department applied for and received Urban and Community Forestry grant
funds through the Morton Arboretum to complete a Citywide Geographical Information System (GIS) Parkway Tree
Inventory as well as to prepare an Urban Forestry Management Plant (UFMP), which will become a guiding document
for the City to manage its urban forest. The underlying funding source is the Illinois Department of Natural Resources
and the United States Forest Service.
Due to the involvement of federal funds, staff determined it was best to secure a professional services firm through
a Qualifications Based Selection (QBS) process, whichwhile not mandatory for this specific type of grant funds, it is
a widely used method for projects involving federal funds. A Most Qualified Firm (MQF) is selected based on the
QBS evaluation process. On January 27, 2023, a public notice was advertised seeking a Statement of Qualifications
(SOQ) from qualified firms for such professional services. On February 14, 2023, four SOQs were received and
evaluated. Three personnel from the City staff evaluated the SOQs. Following are the results of the evaluation:

Based on the QBS process, Great Lakes Urban Forestry Management (Great Lakes) is determined to be the MQF
for this Project. Staff solicited a cost proposal from Great Lakes following the QBS process. Great Lakes’s scope of
work will include parkway tree inventory data collection, map preparation that can be easily transferred to City’s GIS
system and preparation of the UFMP in accordance with the grant guidelines and requirements.
The FY 2023 Proposed Budget includes $52,000 under the General Fund Forestry (01-09-22-4225) Fund. These
costs will need to be initially funded by the City. The City will need to seek reimbursement through Morton Arboretum
at the completion of the Project. The reimbursement amount is not to exceed $25,000.
ACTIONS PROPOSED:
Approve Resolution No. 23-R-0022 authorizing the Mayor to execute a Professional Services Agreement with Great
Lakes Urban Forestry Management related to the GIS Parkway Tree Inventory and Urban Forestry Management
Plan Project in the amount not to exceed $51,370.
