ITEM SUMMARY:
The 2023 Roadway Rehabilitation Project (Project) includes resurfacing approximately 2.73 miles of various streets
in the City as specified on the enclosed location map under the Base Bid category. The project's scope of work
generally consists of pavement milling, hot-mix asphalt (HMA) resurfacing, full-depth HMA pavement patching,
intermittent concrete sidewalk, including, ADA curb ramps, intermittent combination concrete curb and gutter removal
and replacement, storm and sanitary sewer repairs, including storm and sanitary structure replacement and
adjustments, parkway restoration, thermoplastic pavement markings, and all incidental and miscellaneous work
necessary to complete the Project as shown on the Project plans and specifications.
For the 2023 construction season, staff anticipated a significant cost increase in construction materials such as HMA
and portland cement concrete. Furthermore, industry-wide, a 20% cost increase for portland cement concrete items
were anticipated due to cement shortages and fuel price increases. Therefore, 0.45 miles of streets were separated
from the original Base Bid and included in the contract documents as an Alternate Bid. This method would provide
the City Council an option to select the Alternate Bid if the total of Base and Alternate Bid prices were within the
allocated FY 2023 budget. Project limits for alternate streets are also denoted in the enclosed location map.
The request for bids was advertised in the Daily Herald and on an online bidding platform QuestCDN on January 31,
2023. Staff opened bids on February 21, 2023, and below are the bid results:

Brothers Asphalt Paving, Inc. (BAP) of Addison, Illinois, submitted a base bid proposal value of $1,650,677.26, which
is approximately 1.7% higher than the engineer's estimated cost of $1,623,562.40. The City has previously
contracted with BAP to perform similar work, including various rehabilitation and resurfacing projects throughout the
City in 2004, 2017, and 2022. All projects were completed satisfactorily. BAP is registered by the Illinois Department
of Transportation as a prequalified contractor.

Out of the $3,071,200 allocated for Street Improvements under Capital Project Funds Account No. 08-34-53-4807,
the FY 2023 budget includes $1,626,800 for the Project. BAP’s base bid proposal value of $1,650,677.26 is
$23,877.26 over the budgeted amount. This cost increase will be offset by the available fund balance of $550,000 in
Account 08-34-53-4848 from the 200 Main Street Renovation Project.
Staff recommends awarding the 2023 Roadway Rehabilitation Project to the lowest responsible bidder, Brothers
Asphalt Paving, Inc., for the Base Bid amount not to exceed $1,650,677.26. Staff does not recommend selecting
BAP’s Alternate Bid due to budgetary constraints.
ACTIONS PROPOSED:
Approve Resolution No. 23-R-0023 authorizing the Mayor to execute a Contract with the lowest responsible bidder,
Brothers Asphalt Paving, Inc. of Addison, Illinois, for a Base Bid contract amount not to exceed $1,650,677.26 and
to reject the Alternate Bid for the 2023 Roadway Rehabilitation Project.
COMMITTEE RECOMMENDATION:
The Infrastructure Committee voted 7-0 for approval.
