Guttman SIGNATURE 77“ ITEM SUMMARY: The West Chicago/Winfield Wastewater Authority (WCWWA) Regional Wastewater Treatment Plant (WWTP) receives and processes over five million (5,000,000) gallons of raw sewage daily from the both the City of West Chicago and the Village of Winfield. Under strict Environmental Protection Agency (EPA) guidelines, wastewater that enters the WWTP flows through several treatment (cleaning) processes before being discharged into the West Branch of the DuPage River. One such step in the process is aeration. Aeration provides oxygen to bacteria for treating and stabilizing the wastewater. Oxygen is needed by the bacteria to allow biodegradation to occur. The supplied oxygen is utilized by bacteria in the wastewater to break down the organic matter containing carbon to form carbon dioxide and water. Blowers are typically used to provide aeration in activated sludge plants and to promote aerobic digestion. They keep solids suspended in channels and in aeriated grit chambers, which is absolutely necessary for a proper treatment ecosystem. There are currently two aeration blowers in the WWTP, which are approximately thirty-five years old and served their useful lives. These two blowers were originally part of the A2O Phosphorus Removal Project, which will be under construction in 2024 and 2025. JACOBS/OMI (WWTP’s operator) has identified an energy rebate available through ComEd, which is set to expire at the end of 2023. The rebate amount is approximately $135,000. To capitalize on the rebate program, staff recommends advancing the removal and replacement of the two aeration blowers. Being most familiar with the blower operations, components, and construction, City staff approached JACOBS/OMI and requested a cost proposal to remove and replace the two blowers ahead of the A2O Phosphorus Removal Project as out-of-scope improvements. Under the existing management and operations contract between the City and OMI, out of scope services can be requested by the City and performed by JACOBS at direct labor and material costs plus a fifteen percent (15%) premium. JACOBS/OMI has submitted a not to exceed cost proposal of $524,316.00 for Fiscal Year 2023 (see attached). Utilizing JACOBS/OMI for this project will not only expedite the replacement process by eliminating the time required to seek bid proposals but it will also save the City, at a minimum, $55,000.00 in engineering design, bid, and construction oversight services. ===== PDF PAGE 41 ===== [Extraction: OCR (rendered-page OCR)] CITY OF WEST CHICAGO Staff recommends that City Council waive the competitive bidding process and award a contract to JACOBS/OMI to procure, remove and replace the two aeration blowers at the WCWWA WWIP for an amount not to exceed $524,316.00. This project will be paid for by the WCWWVA in which $450,000 has been budgeted for this work. After the rebate, the final cost is estimated to be approximately $389,316.00 ACTIONS PROPOSED: Waive competitive bidding requirements and approve Resolution No. 23-R-0025 authorizing the Mayor to execute a contract with Operations Maintenance International, Inc. (OMI), for professional services related to Removal and Replacement of the Aeration Blowers Project for an amount not to exceed $524,316.00 at the West Chicago/Winfield Wastewater Authority Regional Wastewater Treatment Plant. COMMITTEE RECOMMENDATION: The Infrastructure Committee voted 7-0 for approval.
