ITEM SUMMARY:
The Western DuPage Chamber of Commerce has submitted the attached Special Event Permit
Application for West Chicago Railroad Days scheduled to take place Thursday, June 22 through Sunday,
June 25, 2023 at Pioneer Park in accordance with the terms outlined in Resolution 23-R-0029.
As in previous years, the event will include a carnival, food vendors, entertainment, beer garden, and
merchant vendors. There will also be fireworks on Saturday.
The proposed plans will be reviewed by staff from the Police, Public Works, and Community
Development Departments as well as the West Chicago Fire Protection District and Park District during
the upcoming monthly coordination meetings. Proposed event components are contingent upon approval
from the above noted staff, departments, and districts.
ACTIONS PROPOSED:
Recommend proposed event plans to proceed as outlined, contingent upon submittal and approval of
required insurance documentation.
COMMITTEE RECOMMENDATION:
At their April 24, 2023 meeting, members of the Public Affairs Committee voted unanimously to
recommend approval of the Railroad Days Special Event Permit Application.

RESOLUTION NO. 2023-R-0027
A RESOLUTION TERMINATING THE CITY’S LOCAL DISASTER EMERGENCY
COVID-19 PROCLAMATION
WHEREAS, The City of West Chicago (hereinafter referred to as the “City”) is a home
rule body politic and corporate, organized and existing pursuant to the Illinois Municipal Code, 65
ILCS 5/1-1-1, et seg.; and
WHEREAS, the City possesses the authority, pursuant to the Illinois Municipal Code, 65
ILCS 5/1-1-1 et seq., to adopt ordinances pertaining to the public health, safety and welfare; and
WHEREAS, the City Council of the City (hereinafter referred to as the “City Council”) is
the corporate authority for the City and is authorized by law to exercise all powers and to control
the affairs of the City; and
WHEREAS, the City Council possesses full power and authority to approve and pass all
necessary ordinances, resolutions, rules and regulations necessary for carrying into effect the
objects for which the City was formed, in accordance with the Illinois Municipal Code; and
WHEREAS, on January 31, 2020, the U.S. Department of Health & Human Services
issued its Determination that a Public Health Emergency Exists As a Result of the Continued
Consequences of the Coronavirus Disease 2019 (COVID-19) Pandemic, declaring a Public Health
Emergency exists as a result of the COVID-19 disease, a novel severe acute respiratory illness that
spreads rapidly through respiratory transmissions; and
WHEREAS, since early March 2020, Illinois has faced a public health disaster caused by
COVID-19 that has caused extraordinary sickness and loss of life, infecting over 4,029,000, and
taking the lives of more than 36,100 residents; and,
WHEREAS, accordingly, the Governor of the State of Illinois declared a State-wide
emergency concerning this pandemic; and
WHEREAS, on March 9, 2020, the Governor of the State of Illinois issued a Gubernatorial
Disaster Proclamation; and
WHEREAS, on March 15, 2020, the DuPage County Board Chairman also issued a
Disaster Proclamation affecting all of DuPage County; and
WHEREAS, accordingly, pursuant to the Illinois Emergency Management Agency Act,
20 ILCS 3305/1 et seg. (the “Act”), on March 30, 2020, the Mayor of the City declared a local
disaster emergency in the City due to the COVID-19 pandemic, which was ratified by the City
Council on April 6, 2020 which is incorporated herein by reference as Exhibit A; and
WHEREAS, the City Council of the City (hereinafter referred to as the “City Council”)
was authorized, under section 11 of the Act, to continue the declaration of a local disaster
emergency in the City by consent; and

WHEREAS, between March 2020 and March 2023, the Illinois Governor issued forty (40)
Gubernatorial Disaster Proclamations to support local governments in preparation for any action
that may be necessary related to the potential impact of COVID-19 in the State of Illinois; and
WHEREAS, the Illinois Governor issued the Final Gubernatorial Disaster Proclamation
to expire on May 5, 2023; and
WHEREAS, on May 11, 2023, the U.S. Department of Health & Human Services’
Renewal of Determination that a Public Health Emergency Exists As a Result of the Continued
Consequences of the Coronavirus Disease 2019 (COVID-19) Pandemic Declaration expires and
will not be renewed; and
WHEREAS, due to the end of the significant health threat posed by the COVID-19
pandemic to the local community, the City Council deems it in the best interest of the City, its
residents and employees to provide for the termination of the City’s Declaration of a Civil
Emergency due to the COVID-19 Pandemic.
NOW, THEREFORE, BE IT RESOLVED, by the City of West Chicago, DuPage
County, an Illinois Municipal Corporation, as follows:
SECTION 1: The recitals set forth above are incorporated herein and made a part hereof.
SECTION 2: The City Council hereby consents to terminate the declaration of a local
disaster emergency in the City, effective immediately, due to the receding threat of the COVID-
19 virus pandemic, and Resolution No. 2020-R-0016 is hereby repealed.
SECTION 3: The Mayor, City Administrator, City Clerk, Staff, and/or the City Attorney
shall take all steps necessary to carry into effect this action.
SECTION 4: All ordinances and resolutions or parts thereof in conflict with the provisions
of this Resolution are, to the extent of such conflict, hereby repealed.
SECTION 5: This Resolution shall be in full force and effect from and after its adoption,
approval, and publication in pamphlet form as provided by law.

RESOLUTION NO. 2020-R-0016
A RESOLUTION CONSENTING TO THE CONTINUED DECLARATION
OF A LOCAL DISASTER EMERGENCY IN THE CITY OF WEST CHICAGO
DUE TO THE COVID-19 PANDEMIC
WHEREAS, the City of West Chicago (hereinafter referred to as the “City”) is a home
rule body politic and corporate, organized and existing pursuant to the Illinois Municipal Code,
65 ILCS 5/1-1-1, et seq.; and
WHEREAS, the COVID-19 virus has been declared a pandemic by the World Health
Organization; and
WHEREAS, accordingly, the Governor of the State of IIlinois has declared a State-wide
emergency concerning this pandemic; and
WHEREAS, the Governor of the State of Illinois has issued an order which, among
other things, requires residents to Stay At Home, practice Social Distancing, has closed all
businesses other than essential businesses and operations, and has prohibited public and private
gatherings of more than ten (10) people; and
WHEREAS, the DuPage County Board Chairman has also issued a Disaster
Proclamation affecting all of DuPage County; and
WHEREAS, accordingly, pursuant to the Illinois Emergency Management Agency Act,
20 ILCS 3305/1 et seg. (the “Act”), on March 30, 2020, the Mayor of the City has declared a
local disaster emergency in the City due to the COVID-19 pandemic; and
WHEREAS, the City Council of the City (hereinafter referred to as the “City Council”)
is authorized, under section 11 of the Act, to continue the declaration of a local disaster
emergency in the City by consent, within 7 days of the Mayor’s declaration; and
WHEREAS, due to the significant continuing health threat posed by the COVID-19
pandemic to the local community, the City Council has determined that it is in the best interests
of the health and safety of the local community to consent to a continued declaration of a local
disaster emergency in the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF WEST CHICAGO,
DUPAGE COUNTY, AN ILLINOIS MUNICIPAL CORPORATION, as follows:
SECTION 1: The recitals set forth above are incorporated herein and made a part
hereof.
SECTION 2: The City Council hereby consents to a continued declaration of a local
disaster emergency in the City due to the continued health threat of the COVID-19 virus
pandemic.
