                                               MINUTES
       1.  Call to Order at 7:06pm by Heidi Kuharich; Roll Call: Paulina Garcia, Uwe Gsedl, Jacob Hernandez, Heidi Kuharich, Buddy
          Plumlee, Deborah Walsh, and City Liaison Daniel Peck in attendance; Quorum established
       2.  Public Participation: N/A
       3.  Approve Minutes of March 9, 2023
            a.  Deborah Walsh made motion to approve, Jacob Hernandez seconded; Approved unanimously
       4.  Items for Discussion and Possible Action
            a.  Art Banner Exhibit 2023: Production Status, Map/Website, Installation
                         i. No proofs of completed banners was provided to CAC; Chair did not sign off as explicitly requested
                        ii.  According to Dan Peck’s 4.5.23 e-mail to Heidi Kuharich, Public Works is scheduled to begin banner installation
                the week of April 24; Anni Holm and Deborah Walsh committed to returning banner placement assignments by
               morning of 4.24.23.
                       iii.  Heidi Kuharich reported on meeting with West Chicago Public Library District on hosting an exhibit of original
               banner art. Library Staff also introduced Illinois Digital Archive option. Heidi is working to get more information
               from artists in pursuit of both options.
                  iv. Theme for 2024 Art Banner Exhibit should be announced at Blooming Fest (when 2023 unveiled). Commission
                 discussed ideas, all focusing on time and heritage in nod to 175th anniversary of West Chicago. Leading
                 suggestions include: Time Passage/Passage of Time, Just in Time, Time. CAC will finalize theme at May meeting.
           b.  Arteculture Reception
                         i.  Buddy Plumlee confirmed details: 5.20.23 at 3pm, Kindred Coffee Roasters; expected to hang for duration of
              May.
                        ii. Theme in conjunction with Blooming Fest, not mandatory.
                        iii.  Dan Peck is working with Sarah Harms/Kindred to provide light reception food/beverage.
             c.  Summer 2023: Andy Warhol “Loteria” Initiative
                         i.  Lengthy discussion to review Staff Comments page included in packet
                   1.  CAC confirmed included participation for anyone, not just West Chicago residents
                   2.  CAC working to combine pop art theme with Loteria name, but sensitive to cultural implications
                   3.  CAC will continue to develop project plan and timeline as details emerge
                   4.  Staff suggests too many issues with “cut-outs” and moving to building stickers for “in-front” selfie
                     opportunities (eg: butterfly wings)
                   5.  Considering producing as “static cling” decals (over paper); must be applied from inside
                   6.  CAC will include a “code” for verification of each image; participants will only be able to view code from
                  image location, must record on Loteria Board for verification of “win”
                   7.  Card images can include QR Code for “more information”
                   8.  Art direction for artists will include creation of image on standard 8.5”x11” paper in portrait presentation
                   9.  City staff will work with CAC to introduce concept to businesses, CAC will be able to follow up
                 10. Possibility for added options or mini events during various summer events, especially Mexican Independence
                 Day
                        ii.  Heidi Kuharich reported that WCPLD may be willing to launch second exhibit of Loteria artist originals
                        iii. WCPLD may also be interested in a citywide “Loteria Day” in connection with annual Loteria in the Park (TBD)
                  iv.  Heidi Kuharich and Paulina Garcia will work to create expanded artist guidelines with examples off classic cards
       5.  Other Business
            a. PMV is constructing a community calendar of art activities; CAC is invited to contribute Banners, Arteculture,
                Loteria, etc.
           b.  Public Participation/Presentation: N/A
