CITY COUNCIL MINUTES
Regular Meeting
May 15, 2023
1. Call to Order. Mayor Ruben Pineda called the meeting to order at 7:00 p.m. on May 15,
2023.
2. Pledge of Allegiance. Alderman Brown led all in the Pledge of Allegiance.
3. Roll Call and Establishment of a Quorum.
Roll call found Lori Chassee, Dan Beebe, Jayme Sheahan, Rebecca Stout, Melissa Birch
Ferguson, Sandy Dimas, Heather Brown, Christine Dettmann, John C. Smith, Jr., Joseph C.
Morano, Jeanne Short, and Christopher Swiatek were present. Aldermen Alton Hallett and
John E. Jakabcsin were absent. The Mayor announced a quorum.
Also in attendance were City Administrator Michael Guttman, Assistant City Administrator Tia
Messino, and City Attorney Pat Bond.
4. Public Participation. None
5. City Council Meeting Minutes of May 1, 2023. Alderman Chassee made a motion,
seconded by Alderman Morano, to approve the minutes of May 1, 2023.
Voting Aye by Roll Call Vote: Chassee, Beebe, Sheahan, Stout, Birch Ferguson, Dimas, Brown,
Dettmann, Smith, Jr., Morano, Short, Swiatek. Motion carried.
6. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by Alderman
Chassee to approve the May 15, 2023, Corporate Disbursement Report in the amount of
$1,077,595.29.
Voting Aye by Roll Call Vote: Chassee, Beebe, Sheahan, Stout, Birch Ferguson, Dimas, Brown,
Dettmann, Smith, Jr., Morano, Short, Swiatek. Motion carried.
7. Consent Agenda
* Development Committee:
A. Ordinance No. 23-0-0012 — An Ordinance Approving an Amendment to the Planned
Unit Development for Lot 3 of the Kmart Planned Unit Development — 1865 North
Neltnor Boulevard.
Alderman Stout made a motion, seconded by Alderman Dettmann, to approve the above item.
Voting Aye by Roll Call Vote: Chassee, Beebe, Sheahan, Stout, Birch Ferguson, Dimas, Brown,
Dettmann, Smith, Jr., Morano, Short, Swiatek. Motion carried.
* Infrastructure Committee:
B. Ordinance No. 23-0-0011 — An Ordinance Authorizing the Disposal or Sale of Surplus
Equipment, Stock Inventory, and/or Personal Property Owned by the City of West
Chicago.
Alderman Morano made a motion, seconded by Alderman Short, to approve the above item.

D. Ordinance No. 23-0-0009 — An Ordinance of the City of West Chicago, DuPage
County, Illinois Authorizing the Mayor to Enter into a Certain Development Agreement

E. Resolution No. 23-R-0040 - A Resolution Approving an Electronic Attendance Policy

F. Ordinance No. 23-0-0010 — An Ordinance Amending the West Chicago Code of
Ordinances — Update to the Personal Rules.
G. Approve — The 2023 Goals for the City Administrator.
**Item 7.C. was removed and placed under Unfinished Business.
Alderman Dimas made a motion, seconded by Alderman Brown, to approve the above items.

H. Approve — The Mayor's Appointment of Thomas F. Cherrington to the Environmental
Commission for an Unexpired Term Ending April 2025.
I. Approve - The Mayor’s Appointment of Nazree Diane Williams to the Environmental
Commission for an Unexpired Term Ending April 2025.
Alderman Dettmann made a motion, seconded by Alderman Birch Ferguson, to approve the
above items.
Voting Aye by Roll Call Vote: Chassee, Beebe, Sheahan, Stout, Birch Ferguson, Dimas, Brown,
Dettmann, Smith, Jr., Morano, Short, Swiatek. Motion carried.

9. Unfinished Business:
7.C. - Ordinance No. 23-O-0008 — An Ordinance Amending the Annual Budget for the City
of West Chicago, DuPage County, Illinois for the Fiscal Year Commencing January 1,
2023 and Ending December 31, 2023 Passed and Adopted by Ordinance No. 22-O-
0036.
Alderman Brown highlighted that residents may not know how their increased taxes are spent,
and pointed out the success of the aggressive street resurfacing as one example.
Alderman Dimas made a motion, seconded by Alderman Stout, to approve the above item.
Voting Aye by Roll Call Vote: Chassee, Beebe, Sheahan, Stout, Birch Ferguson, Dimas, Brown,
Dettmann, Smith, Jr., Morano, Short, Swiatek. Motion carried.
A. Cancel the Purchase of Two 2023 Ford Escape Hybrid Vehicles from Bob Ridings Ford,
Taylorville, Illinois, Authorize the Purchase of Two 2023 Ford Escape Vehicles from
Haggerty Ford for an amount not to exceed $65,880 and Authorize the City Administrator
to Contract with a Third-Party to Install the Necessary Appurtenances/Equipment for
Those Two Vehicles at an Estimated Cost of $6,000.
Alderman Morano made a motion, seconded by Alderman Swiatek, to approve the above item.
Voting Aye by Roll Call Vote: Chassee, Beebe, Sheahan, Stout, Birch Ferguson, Dimas, Brown,
Dettmann, Smith, Jr., Morano, Short, Swiatek. Motion carried.
10. New Business:
A. Direct Mayor Pineda to Remove Crystal Noland-Riani from the Historical Preservation
Commission.
Alderman Dimas made a motion, seconded by Alderman Morano, to approve the above item.

Alderman Chassee mentioned that May 15-22 was National Law Enforcement Week. Mayor
Pineda shared that Blooming Fest is this weekend.
12. Mayor’s Comments. None
City Administrator thanked Sash Dumanovic and Tia Messino for their outstanding work with the
Personnel Manual update and getting such a massive project done in a short time period.
At 7:22 p.m., Alderman Chassee made a motion, seconded by Alderman Stout to adjourn the
meeting. All Aldermen voted aye by Roll Call Vote.
