ITEM SUMMARY:
The entire auto industry is facing unprecedented times as it relates to supplies and inflationary pressures.
In general, vehicles are in short supply everywhere. For FY2023, Community Development and Public
Works Department staff has planned and budgeted to replace two Ford Escape vehicles. Both of these
are administrative vehicles, which will be mainly used for site visits, offsite meetings, and other non-
construction related travel. On October 17, 2022, the City Council authorized the purchase of two 2023
Ford Escape Hybrid Vehicles from Bob Ridings Ford, Taylorville, Illinois. On March 21, 2023, a
representative from Bob Ridings reached out to inform the City that Ford has not assigned vehicle
identification numbers to the City’s order and there is no definitive time frame as to when the order might
be processed.
Subsequently, City staff worked with Haggerty Ford to inquire if it can procure similar vehicles. Haggerty
Ford has furnished a quote for $32,860 and $33,020 for 2023 Ford Escapes. The vehicles are identical to
the order placed through Bob Ridings, except both vehicles through Haggerty are non-hybrid. The total
cost difference is an increase of $2,802.00.

Vehicles will be purchased from the Capital Equipment Replacement Fund (04-34-39-4804) in which
$31,600.00/each is budgeted in FY 2023. An additional $3,000.00/each is budgeted in FY 2023 for
necessary appurtenances/equipment (i.e., lights, sirens, decals, radios, etc.) that will be installed by a
third party after the City takes delivery of the units, The delivery is expected for both vehicles is expected
by end of July 2023.
ACTIONS PROPOSED:
That the West Chicago City Council authorize the cancellation of two 2023 Ford Escape Hybrid vehicles,
from Bob Ridings Ford, Taylorville, Illinois, and authorize the purchase of two 2023 Ford Escape Vehicles
— Haggerty Ford, West Chicago, Illinois in the amount not to exceed $65,880 and authorize the City
Administrator to contract with a third-party to install the necessary appurtenances/equipment for those
two vehicles at an estimated cost of $6,000.
