ITEM SUMMARY:
The City’s Sanitary Lift Station #5, located at 344 S. Neltnor Boulevard, collects sanitary sewage from an
area bounded by Wilson Avenue (west), Washington Street (north), Prince Crossing Road (east), and
Blair Street (south), and pumps said sewage to the gravity sanitary sewer system on Main Street. In
addition to gravity sewer flows, City-owned Sanitary Lift Stations #7 and #12, and the private lift station at
the Main Park Apartments, all pump sanitary sewage to Sanitary Lift Station #5 making this a critical
facility. Sanitary Lift Station #5 and its associated forcemain was originally constructed circa 1968.
Multiple breaks have occurred in this forcemain pipe, specifically in the area of the Metra Station.
On May 16, 2022, City Council approved Resolution 22-R-0027, awarding a construction contract to
Intergral Construction to rehabilitate the Lift Station 5 and replace associated approximately 1,250 feet of
forcemain, part of which traverses through the Metra lot. In order to occupy the portion of the Metra lot for
the proposed forcemain, a license agreement is required with Metra, a Commuter Rail Division of the
Regional Transportation Authority. Attached is a License Agreement with Metra for use of its property.
The cost to prepare the agreement is a onetime $2,500.00 fee paid to Metra. There are no recurring fees
associated with this agreement.
The project construction has been delayed due to material delays but is anticipated to begin in June
2023.
ACTIONS PROPOSED:
Approve Resolution No. 23-R-0050 authorizing the Mayor to execute a certain License Agreement with
the Commuter Rail Division of the Regional Transportation Authority (Metra) for the use of its property to
install a sanitary forcemain associated with the Lift Station #5 Rehabilitation Project.
COMMITTEE RECOMMENDATION:
Pending recommendation from the Infrastructure Committee at its meeting on June 1, 2023.
