ITEM SUMMARY:
When the Standing Committees were created in 2001, the days of the week (e.g. second Monday of each month)
was included in the City Code language; this is not a requirement, and the members of at least one Committee
have decided to change the date it meets.
The attached Ordinance deletes this language for the four Standing Committees.

ORDINANCE NO. 23-0-0013
AN ORDINANCE AMENDING THE CODE OF ORDINANCES
OF THE CITY OF WEST CHICAGO
ARTICLE II, DIVISION 3, SECTIONS 2-71 THROUGH 2-75
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST CHICAGO IN
REGULAR SESSION ASSEMBLED:
Section 1. That Section 2-71 of the Code of Ordinances of the City of West Chicago
be deleted in its entirety and replaced with the following language:
“Sec. 2-71. Standing committees, meetings.
Any standing committee meeting falling upon a legal holiday recognized by the
city shall be held on the next following business day at the same hour and place.
Meetings shall stand adjourned at 10:30 p.m. on the same evening unless
extended or continued to a date and time certain by majority vote of the council
then present. Special meetings of a standing committee may be called by the
chairman or by any two (2) members by written request or notice being filed with
the City Administrator or designee at least seventy-two (72) hours prior to the
time specified for such meeting. The City Administrator or designee shall give
notice to each member of the council, stating the time, purpose and agenda of
such special meeting; such notice to be served at least forty-eight (48) hours
before the time of such meeting.”
Section 2. That in Sections 2-72 through 2-75 of the Code of Ordinances of the City of
West Chicago, the second sentence in each Section referring to the committee meeting day be
deleted.
Section 3. All ordinances and resolutions, or parts thereof, in conflict with the provisions
of this Ordinance are to the extent of such conflict, expressly repealed.
Section 4. That this Ordinance shall be in full force and effect ten (10) days after its
passage, approval, and publication in pamphlet form in the manner required by law.

AN ORDINANCE AMENDING THE CODE OF ORDINANCES
OF THE CITY OF WEST CHICAGO - CHAPTER 3, SECTION 3-12 (C)
INCREASING CLASS A-1 (CILANTRO TACO GRILL), E-1 (SAVI MEXICAN GRILL)
AND H (ALL DREAMS BANQUET) LIQUOR LICENSES
WHEREAS, the Illinois Liquor Control Act, 2351LCS 5/4-1 et seq., authorizes
municipalities to determine the kind and classification of liquor licenses; and
WHEREAS, the City Council of the City of West Chicago has determined that it is
appropriate to amend the Class A-1 Liquor License category (Cilantro Taco Grill, 280 W North
Avenue) by increasing the number of licenses from 2 to 3; and
WHEREAS, the City Council of the City of West Chicago has determined that it is
appropriate to amend the Class E-1 Liquor License category (Javi Mexican Grill Restaurant, 956
E Roosevelt Road) by increasing the number of licenses from 3 to 4; and
WHEREAS, the City Council of the City of West Chicago has determined that it is
appropriate to amend the Class H Liquor License category (All Dreams Banquet, 170 W
Roosevelt Road) by decreasing the number of licenses from 1 to 2.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WEST CHICAGO, ILLINOIS, INREGULAR SESSION ASSEMBLED AS FOLLOWS:
SECTION 1. That Section 3-12 (c) “Records, number of licenses” is hereby amended as
follows:
"(c) There shall be no more than the following number of licenses issued for each class:

SECTION 2. That all ordinances and resolutions, or parts thereof, in conflict with the
provisions of this Ordinance are, to the extent of such conflict, expressly repealed.
SECTION 3. That this Ordinance shall be in full force and effect from and after its passage,
approval and publication in pamphlet form as provided by law.
SECTION 4. That upon approval of an Ordinance removing the square footage requirement
for an A-1 Liquor License, Javi Mexican Grill Restaurant shall be allowed to obtain an A-1 Liquor
License, and thereafter the number of allowable A-1 liquor licenses be increased to 4 and the
number of E-1 liquor licenses be decreased to 3, which changes shall be reflected in the West
Chicago Code of Ordinances thereafter.

RESOLUTION NO. 23-R-0046
A RESOLUTION MAKING A DETERMINATION RELATIVE TO THE
RELEASE OF EXECUTIVE SESSION MINUTES PURSUANT TO THE
ILLINOIS OPEN MEETINGS ACT
WHEREAS, the City Council of the City of West Chicago met from time to time
in Executive Session for purposes specifically authorized by the Illinois Open Meetings
Act (hereinafter the “Act”); and,
WHEREAS, as required by the Act, the City has kept written minutes of all such
Executive Session Meetings; and,
WHEREAS, pursuant to Section 2.06 (d) of the Act, the City Council met on May
15, 2023, and conducted the semi-annual review of the Executive Session Meeting
Minutes; and
WHEREAS, the City Council has determined that a need for confidentiality still
exists to all of those minutes and has, therefore, determined that no new minutes are to be
released.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
West Chicago, Illinois, as follows:
SECTION 1. No new Executive Session Minutes are hereby released for public
inspection and said minutes shall be provided confidential treatment by the City, as
required by the Act.
SECTION 2. This Resolution shall be in full force and effect from and after its
adoption and approval.

RESOLUTION NO. 23-R-0047
A RESOLUTION AUTHORIZING THE DESTRUCTION
OF AUDIO RECORDINGS OF CERTAIN CLOSED MEETINGS
WHEREAS, Section 2.06 (a) of the Illinois Open Meetings Act, 5 ILCS 120/2.06
(a), requires public bodies to audio or video record their closed meetings; and
WHEREAS, the City Council of the City of West Chicago has an audio recording
of their closed session meetings, in compliance with that requirement; and
WHEREAS, Section 2.06 (c) the Open Meetings Act, 5 ILCS 120/2.06 (c),
permits a public body to destroy the verbatim record of closed meetings without
notification to or the approval of a records commission or the State Archivist, not less
than eighteen (18) months after the completion of the meeting recorded, but only after:
1. The City approves the written minutes of the closed session meeting, in
compliance with Section 2.06 (a) of the Open Meetings Act; and,
2. The City approves the destruction of the recording from a particular closed
session meeting.
WHEREAS, for the verbatim record by tape of the closed meeting set forth in
Section 2 below of this Resolution, at least eighteen (18) months have passed since the
completion of that meeting, and, further, the City Council has approved written minutes
for that meeting; and
WHEREAS, a body may order the destruction of the verbatim record even if it
continues to withhold the approved written minutes of the closed meeting until some later
period of time; and
WHEREAS, the City Council is unaware of any judicial or administrative causes
of action imminent or pending that would require judicial examination pursuant to
Section 2.06 (e), 5 ILCS 5/2.06 (e), of the verbatim record of the meeting set forth in
Section 2 below.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WEST CHICAGO, DUPAGE COUNTY, ILLINOIS, in regular session
assembled as follows:
Section 1. Foregoing recitals are incorporated herein by reference.
Section 2. Based upon said recitals, the City Council hereby orders the
Executive Assistant to destroy the verbatim record being an audio tape of the
following closed meeting:
