CITY COUNCIL MINUTES
Regular Meeting
July 3, 2023
4. Call to Order. Mayor Ruben Pineda called the meeting to order at 5:00 p.m. on July 3,
2023.
2. Pledge of Allegiance. Alderman Morano led all in the Pledge of Allegiance.
3. Roll Call and Establishment of a Quorum.
Roll call found Lori Chassee, Dan Beebe, Jayme Sheahan, Melissa Birch Ferguson, Sandy
Dimas, Heather Brown*, John C. Smith, Jr., Joseph C. Morano, Jeanne Short, Alton Hallett and
Christopher Swiatek were present. Aldermen Christine Dettmann and Rebecca Stout were
absent. The Mayor announced a quorum.
*Attended remotely. There was no objection from the City Council.
Also in attendance were City Administrator Michael Guttman and City Attorney Pat Bond.
4. Public Participation. None
5. City Council Meeting Minutes of June 19, 2023. Alderman Chassee made a motion,
seconded by Alderman Swiatek, to approve the minutes of June 19, 2023.
Voting Aye by Roll Call Vote: Chassee, Beebe, Sheahan, Birch Ferguson, Dimas, Brown, Smith,
Jr., Morano, Short, Hallett, Swiatek. Motion carried.
6. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by Alderman
Morano to approve the July 3, 2023, Corporate Disbursement Report in the amount of
$543,660.48.
Voting Aye by Roll Call Vote: Chassee, Beebe, Sheahan, Birch Ferguson, Dimas, Brown, Smith,
Jr., Morano, Short, Hallett, Swiatek. Motion carried.
7. Consent Agenda

A. Ordinance No. 23-0-0014 — An Ordinance Amending the Code of Ordinances of the
City of West Chicago, Chapter 3, Section 3-10, 3-31 and 3-32 Establishing Alcoholic
Beverage License Classifications for Brew Pubs and Brew Facilities and Regulations
Regarding Delivery Services and “Pick-Up” or Carryout Sales.
B. Ordinance No. 23-O-0020 — An Ordinance Amending the Code of Ordinances of the
City of West Chicago — Chapter 3, Section 3-12 (c) Increasing Class A-1 (Manny’s
Biscuits and Gravy Café Inc.) Liquor License.
C. Ordinance No. 23-O-0021 — An Ordinance Providing for Real Estate Tax Abatement
— Suncast Property at 705 Discovery Drive.
D. Resolution No. 23-R-0058 — A Resolution Authorizing the Mayor to Execute a Certain
Agreement with Civil & Environmental Consultants, Inc. — Environmental Review —
Community Park.
Alderman Birch Ferguson made a motion, seconded by Alderman Hallett, to approve the above
item.
Voting Aye by Roll Call Vote: Chassee, Beebe, Sheahan, Birch Ferguson, Dimas, Brown, Smith,
Jr., Morano, Short, Hallett, Swiatek. Motion carried.
