ITEM SUMMARY:
In October of last year, the City Council entered into a contract with Upland Design Ltd. for park planning
services for the former Kerr-McGee site on the southern portion of the City. Upland Design conducted two
public forums at City Hall in November of last year and conducted two separate online surveys soliciting input
from residents on what type of park amenities they would like to see in the park. Based on the results of the
feedback received at the public forums and through the surveys, Upland has prepared a Plan for the future
park site depicting its development. The project is expected to be phased over the next 5-7 years. The first
phase is anticipated to occur in 1 to 2 years once the northern portion of the property is fully remediated and
turned over to the City and will include the establishment of a natural planting area. The remainder of the
phases will include the installation of other amenities such as trails, parking lots, a sensory garden, a
playground, a challenge course, pickle ball and tennis courts, picnic pavilion and shelters, and multi-use field.
ACTIONS PROPOSED:
Consideration of the Community Park Plan for the former Kerr-McGee site.
COMMITTEE RECOMMENDATION:
Although no formal recommendation was made by the Public Affairs Committee, there was a consensus from
the members of the Committee to forward the Community Park Plan onto the City Council for approval.

ORDINANCE NO. 23-0-0031
AN ORDINANCE ADOPTING THE COMMUNITY PARK PLAN
FOR THE FORMER KERR-MCGEE SITE
BE IT ORDAINED by the City Council of the City of West Chicago, in regular session assembled
as follows:
Section 1. That the Community Park Plan for the Former Kerr-McGee site, attached hereto and in-
corporated herein as Exhibit “A”, is hereby adopted.
Section 2. That all Ordinances, or parts thereof, in conflict with the provisions of this Ordinance
are, to the extent of such conflict, expressly repealed.
Section 3. That this Ordinance shall be in full force and effect from and after its adoption and ap-
proval as provided by law.
