ITEM SUMMARY:
With the City of West Chicago’s annexation of the Trillium Farms Subdivision property, the City assumed responsibility for
traffic enforcement at the intersection of Purnell Road at Gary’s Mill Road.
Ordinance No. 23-O-0035 will rename Chapter 17, Article XVII, Division 16 of the Code of Ordinance of the City of West
Chicago from “Right-Turns Only” to “Turn Restrictions” and the following language will be substituted after subsection (a) :
(b) Left turns are prohibited from Purnell Road onto Gary’s Mill Road from 4:00 p.m. — 6:00 p.m. on weekdays
(c) Right turns are prohibited from Gary’s Mill Road onto Purnell Road from 7:00 a.m. — 9:00 a.m. on weekdays.

RESOLUTION NO. 23-R-0082
A RESOLUTION ADOPTING GUIDELINES FOR A SEASONAL
STREETLIGHT BANNER DISPLAY PROGRAM
WHEREAS, the City has determined it is important to organize the placement and installation
schedule for its streetlight pole banner displays; and,
WHEREAS, City staff has prepared Guidelines for a Seasonal Streetlight Banner Display Program
that will provide direction for overseeing the positioning and installation of the City's banner displays
while maintaining a positive aesthetic environment in the downtown.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of West Chicago, in
regular session assembled as follows:
Section 1. That the Guidelines for the Seasonal Streetlight Banner Display Program incorporated
herein as Exhibit “A”, is hereby approved.
Section 2. That all resolutions, or parts thereof, in conflict with the provisions of this Resolution
are, to the extent of such conflict, expressly repealed.
Section 3. That this Resolution shall be in full force and effect from and after its adoption and ap-
proval as provided by law.

EXHIBIT “A”
SEASONAL STREETLIGHT BANNER DISPLAY PROGRAM GUIDELINES
The following guidelines are intended to provide City staff with direction for efficiently overseeing the
positioning and installation of the City's banner displays. The Program shall be directed by staff in the
Marketing and Communications Division.
Display Placement
Displays should be installed in one of two zones based on the intent of the display.
Pedestrian-Oriented Zone: Displays intended to be viewed by pedestrians, including the Veterans'
Display, Art Banner Exhibit, and Hispanic Heritage Month Display, shall be positioned within the Pe-
destrian-Oriented Zone at locations determined by City staff. This zone includes street sections such as
Main Street from Washington Street to Wilson Avenue, Galena Street from Main Street to High
Street, and Turner Court from Washington Street to Main Street.
Motorist-Oriented Zone: Displays intended to be viewed by motorists, including general and seasonal
banners and banners promoting community events, shall be located in the Motorist-Oriented Zone at
locations determined by City staff. This zone includes street sections such as Washington Street from
Wood Street to Arbor Avenue and Main Street from Wilson Avenue to Neltnor Boulevard.
Installation and Removal Schedule
Pedestrian-Oriented Zone Displays
The Art Banner Exhibit Display shall be displayed from the second week of May and removed by the
last week of August.
The Hispanic Heritage Month Display shall be displayed from the last week of August and removed
by the third week of October.
The Veterans’ Banner Display shall be displayed from the third week of October and removed by the
last week of November.
Winter-themed banners shall be displayed from the last week of November and removed by the last
week of February.
Spring-themed banners shall be displayed from the last week of February and removed by the second
week of May.
Motorist-Oriented Zone Displays
Spring-themed banners shall be displayed from the last week of February and removed by the last
week of May.
Summer-themed banners shall be displayed from the last week of May and removed by the last week
of August. ‘
Fall-themed banners shall be displayed from the last week of August and removed by the last week of
November.
Winter-themed banners shall be displayed from the last week of November and removed by the last
week of February.
Event-themed banners shall be displayed no sooner than two months prior to the appropriate event and
removed no later than one week after the event has concluded.

VETERANS’ BANNER DISPLAY PROGRAM
WHEREAS, the City recognizes the significance of paying tribute to its military service members
by implementing a program that showcases local Veterans on streetlight pole banners; and,
WHEREAS, City staff has prepared Guidelines for the Veterans’ Banner Display Program de-
signed to furnish clear directives for the effective management and oversight of the Program.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of West Chicago, in
regular session assembled as follows:
Section 1. That the Guidelines for the Veterans’ Banner Display Program incorporated herein as
Exhibit “A”, is hereby approved.
Section 2. That all resolutions, or parts thereof, in conflict with the provisions of this Resolution
are, to the extent of such conflict, expressly repealed.
Section 3. That this Resolution shall be in full force and effect from and after its adoption and ap-
proval as provided by law.

EXHIBIT “A”
VETERANS’ BANNER DISPLAY PROGRAM GUIDELINES
The following guidelines are intended to provide City staff with appropriate guidance for managing the
City's Veterans’ Banner Display Program. The Program shall be directed by staff in the Marketing and
Communications Division.
e Banner installation and removal shall adhere to the schedule guidelines provided in the City’s Season-
al Streetlight Banner Display Program.
e Banner placement shall adhere to the display positioning guidelines outlined within the City’s Season-
al Streetlight Banner Display Program.
e Banners shall be printed double-sided with a different participating individual displayed on both sides
of the banner.
e Exhibited banners shall be rotated annually to create space for new additions to the Program.
e Banner designs shall only include the participating individual’s name and photo, years of service, and
military branch.
e Participants shall receive a certificate from the City recognizing their participation in the Program.
e The Program will accommodate a maximum of 14 new participants each year.
