CITY COUNCIL MINUTES
Regular Meeting
October 16, 2023
1. Call to Order. Mayor Pro Tem Lori Chassee called the meeting to order at 7:00 p.m. on
October 15, 2023.
2. Pledge of Allegiance. Alderman Hallett led all in the Pledge of Allegiance.
3. Roll Call and Establishment of a Quorum.
Roll call found Lori Chassee, Sandy Dimas, Rebecca Stout, Melissa Birch Ferguson, Heather
Brown*, Joseph C. Morano, Alton Hallett, Jayme Sheahan, Christine Dettmann, Christopher
Swiatek, and Jeanne Short were present. Mayor Pineda and Aldermen Dan Beebe and John
Smith, Jr. were absent. The Mayor Pro Tem announced a quorum.
*Attended remotely. There was no objection from the City Council.
Also in attendance were City Administrator Michael Guttman, Community Development Director
Tom Dabareiner, Public Works Director Mehul Patel, Marketing and Communications Manager
Daniel Peck and City Attorney Pat Bond.
4. Public Participation.
A. The winner of the 2023 Art Banner Exhibit was Sienna Sherrier for her artwork entitled
"Blooming Bright." Her artwork received 140 votes out of the total 329 votes that were
submitted. All attending artists received their respective banners, along with a certificate of
appreciation signed by the Mayor and the Cultural Arts Commission Chairman, Heidi Kuharich.
5. City Council Meeting Minutes of October 2, 2023. Alderman Swiatek made a motion,
seconded by Alderman Sheahan, to approve the minutes of October 2, 2023.
Voting Aye by Voice Vote: Chassee, Dimas, Stout, Birch Ferguson, Brown, Morano, Hallett,
Sheahan, Dettmann, Swiatek, and Short. Motion carried.
6. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by Alderman
Dettmann to approve the October 2, 2023, Corporate Disbursement Report in the amount of
$3, 188,451.84.
Voting Aye by Roll Call Vote: Chassee, Dimas, Stout, Birch Ferguson, Brown, Morano, Hallett,
Sheahan, Dettmann, Swiatek, and Short. Motion carried.
7. Consent Agenda
*Development Committee:
A. Ordinance No. 23-O-0036 — An Ordinance Approving a Special Use for a Car Wash
— 151 S. Neltnor Boulevard.
B. Ordinance No. 23-0-0037 — An Ordinance Approving a Fifth Amendment to the
Outside Storage Special Use for 1200 N. Prince Crossing Road — Forming America,
Ltd.

C. Ordinance No. 23-0-0038 — An Ordinance Amending the Code of Ordinances of the
City of West Chicago — Appendix A, Section 6.27 of the Zoning Code Relating to
Continuous Outside Vending.
Alderman Stout made a motion, seconded by Alderman Birch Ferguson, to approve the above
items.
Voting Aye by Roll Voice Vote: Chassee, Dimas, Stout, Birch Ferguson, Brown, Morano, Hallett,
Sheahan, Dettmann, Swiatek, and Short. Motion carried.
*Public Affairs Committee:
D. Ordinance No. 23-0-0035 — An Ordinance of the City of West Chicago Amending
Chapter 1, Article XVII, Division 16, of the Code of Ordinances Regarding Turn
Restrictions — Purnell Road and Gary’s Mill Road.
E. Resolution No. 23-R-0082 - A Resolution Adopting Guidelines for a Seasonal
Streetlight Banner Display Program.
F. Resolution No. 23-0-0083 - A Resolution Adopting Guidelines for the Veterans’
Banner Display Program.
Alderman Chassee made a motion, seconded by Alderman Hallett, to approve the above items.
Voting Aye by Roll Voice Vote: Chassee, Dimas, Stout, Birch Ferguson, Brown, Morano, Hallett,
Sheahan, Dettmann, Swiatek, and Short. Motion carried.
*Items Not Sent to Committee:
G. Concur — With the Mayor’s Reappointment of Hannah Billingsley to the Plan
Commission/Zoning Board of Appeals for a Term Ending April 2028.
H. Concur — With the Mayor's Appointment of Morgan Johnson to the Economic
Development Commission for a Term Ending April 2026.
Alderman Birch Ferguson made a motion, seconded by Alderman Short, to approve the above
items.
Voting Aye by Roll Voice Vote: Chassee, Dimas, Stout, Birch Ferguson, Brown, Morano, Hallett,
Sheahan, Dettmann, Swiatek, and Short. Motion carried.
