CITY COUNCIL MINUTES
Regular Meeting
November 20, 2023
1. Call to Order. Mayor Ruben Pineda called the meeting to order at 7:00 p.m. on November
20, 2023.
2. Pledge of Allegiance. Alderman Chassee led all in the Pledge of Allegiance.
3. Roll Call and Establishment of a Quorum.
Roll call found Lori Chassee, Dan Beebe, Sandy Dimas, Rebecca Stout, Melissa Birch
Ferguson, Heather Brown, Joseph C. Morano, Alton Hallett, Jayme Sheahan, Christine
Dettmann, Christopher Swiatek, Jeanne Short and John Smith, Jr. were present.
Also in attendance were City Administrator Michael Guttman and City Attorney Pat Bond.
4. Public Participation.
The following persons spoke in favor of Dan and Jody Bovey being able to finish the
greenhouse project:

5. City Council Meeting Minutes of November 6, 2023. Alderman Beebe made a motion,
seconded by Alderman Swiatek, to approve the minutes of November 6, 2023.
Voting Aye by Roll Call: Chassee, Beebe, Dimas, Stout, Birch Ferguson, Brown, Morano,
Hallett, Sheahan, Dettmann, Swiatek, and Short. Alderman Smith, Jr. abstained. Motion
r carried.
6. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by Alderman
Dettmann to approve the November 20, 2023, Corporate Disbursement Report in the amount of
$511,744.67.
Voting Aye by Roll Call Vote: Chassee, Beebe, Dimas, Stout, Birch Ferguson, Brown, Morano,
Hallett, Sheahan, Dettmann, Swiatek, Short, and Smith, Jr. Motion carried.
7. Consent Agenda:
*Development Committee:
A. Ordinance No. 23-O0-0039 — An Ordinance Approving a Special Use for Internet
Based Motor Vehicles Sales — 833 Industrial Drive.
B. Ordinance No. 23-O-0040 — An Ordinance Approving a Special Use for the Storage
and Distribution of Flammable Liquids, Fats, and Oils — 1100 Carolina Drive.
Alderman Stout made a motion, seconded by Alderman Chassee, to approve the above items.
Voting Aye by Roll Voice Vote: Chassee, Beebe, Dimas, Stout, Birch Ferguson, Brown, Morano,
Hallett, Sheahan, Dettmann, Swiatek, Short and Smith, Jr. Motion carried.

C. Resolution No. 23-R-0084 — A Resolution Authorizing the Mayor to Execute a
Contract with Mississippi Line Company for the Procurement of Rotary Hydrated
Lime for Fiscal Year 2024 (for an amount not to exceed $419,302.00).
D. Resolution No. 23-R-0085 — A Resolution Authorizing the Mayor to Execute a
Contract with MacCARB, Inc. for the Procurement of Liquid Carbon Dioxide for Fiscal
Year 2024 (for an amount not to exceed $54,000.00).

E. Resolution No. 23-R-0086 — A Resolution Authorizing the Mayor to Execute a
Contract with Rowell Chemical for the Procurement of Liquid Sodium Hypochlorite
for Fiscal Year 2024 (for an amount not to exceed $93,366.00).
Alderman Morano made a motion, seconded by Alderman Short, to approve the above items.

Hallett, Sheahan, Dettmann, Swiatek, Short and Smith, Jr. Motion carried.

F. Resolution No. 23-R-0088 — A Resolution Approving the Master Services and
Purchasing Agreement with Axon Enterprises, Inc. for the Axon Body Worn Camera
System.
Alderman Chassee made a motion, seconded by Alderman Hallett, to approve the above items.
Voting Aye by Roll Voice Vote: Chassee, Beebe. Dimas, Stout, Birch Ferguson, Brown, Morano,
Hallett, Sheahan, Dettmann, Swiatek, Short and Smith, Jr. Motion carried.

G. Resolution No. 23-R-0087 — A Resolution Authorizing the Mayor to Execute a
Certain License Agreement with Unite Private Networks — Illinois, LLC for the Use of
Right-of-Way Along Main Street, Conde Street, Wilson Avenue, Spencer Street,
Parker Avenue, and Geneva Street.
Alderman Dimas made a motion, seconded by Alderman Chassee, to approve the above items.

Hallett, Sheahan, Dettmann, Swiatek, Short and Smith, Jr. Motion carried.

meeting. All Aldermen voted aye by Voice Vote.
