Regular Meeting
January 15, 2024
1. Call to Order. Mayor Ruben Pineda called the meeting to order at 7:00 p.m. on January 15,
2024.
2. Pledge of Allegiance. Alderman Dimas led all in the Pledge of Allegiance.
3. Roll Call and Establishment of a Quorum.
A timely and proper request to attend remotely from Alderman Morano. There was no objection
from the City Council.
Roll call found Lori Chassee, Dan Beebe, Sandy Dimas, Rebecca Stout, Melissa Birch
Ferguson, Heather Brown, Alton Hallett, Jayme Sheahan, Jeanne Short, Joseph C. Morano,
Christine Dettmann, Christopher Swiatek, and John Smith, Jr. were present.
Also in attendance were City Administrator Michael Guttman, Director of Community
Development Tom Dabareiner, Director of Public Works Mehul Patel and City Attorney Pat
Bond.
4. Public Participation. None
5. City Council Meeting Minutes of January 2, 2024. Alderman Chassee made a motion,
seconded by Alderman Swiatek, to approve the minutes of January 2, 2024.
Voting Aye by Roll Call: Chassee, Beebe, Dimas, Stout, Birch Ferguson, Brown, Hallett,
Sheahan, Short, Morano, Dettmann, Swiatek, and Smith, Jr. Motion carried.
6. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by Alderman
Stout to approve the January 15, 2024, Corporate Disbursement Report in the amount of
$1,239,998.12.
Voting Aye by Roll Call: Chassee, Beebe, Dimas, Stout, Birch Ferguson, Brown, Hallett,
Sheahan, Short, Morano, Dettmann, Swiatek, and Smith, Jr. Motion carried.
7. Consent Agenda:

A. Ordinance No. 24-0-0001 — An Ordinance Amending the Code of Ordinances of
the City of West Chicago — Appendix A, Article XI of the Zoning Code Relating to
Manufacturing Uses.
Alderman Stout made a motion, seconded by Alderman Swiatek, to approve the above items.

Amount of $175,000 for Fiscal Year 2024.
Resolution No. 24-R-0002 — A Resolution Authorizing the Executive Office Manager

IL-38 (Roosevelt Road) & Technology Boulevard Traffic Signal Installation Project.

Manager to Execute BLR 09110 — Resolution for Improvement Under the Illinois
Highway Code and the Mayor to Execute BLR 09150 — Request for
Expenditure/Authorization of Motor Fuel Tax Funds and Rebuild Illinois Funds in the
amount of $2,350,000.00 for the Harvester Road Construction Project.
Resolution No. 24-R-0005 — A Resolution Authorizing the Mayor to Execute
Amendment No. 1 for Professional Architectural Services with Matocha Associates
for the First Floor and Lower Level Renovation Project at 200 Main Street in the
amount not to exceed $91,300.00.
. Resolution No. 24-R-0006 — A Resolution Adopting the 2023 DuPage County Multi-
Jurisdictional Natural Hazard Mitigation Plan.
Alderman Morano made a motion, seconded by Alderman Smith, Jr., to approve the above
items.

Aldermen voted aye by Voice Vote.
