CITY COUNCIL MINUTES
Regular Meeting
February 19, 2024
1. Call to Order. Mayor Ruben Pineda called the meeting to order at 7:00 p.m. on February
19, 2024.
2. Pledge of Allegiance. Alderman Brown led all in the Pledge of Allegiance.
3. Roll Call and Establishment of a Quorum.
Roll call found Lori Chassee, Dan Beebe, Rebecca Stout, Sandy Dimas, Melissa Birch
Ferguson, Heather Brown, Alton Hallett, Jayme Sheahan, Joseph C. Morano, Jeanne Short,
Christine Dettmann, and John Smith, Jr. were present. Alderman Christopher Swiatek was
absent.
Also in attendance were City Administrator Michael Guttman, Director of Public Works Mehul
Patel, Director of Community Development Tom Dabareiner, Chief of Police Colin Fleury and
City Attorney Pat Bond.
4. Public Participation. None
5. City Council Meeting Minutes of February 5, 2024. Alderman Chassee made a motion,
seconded by Alderman Morano, to approve the minutes of February 5, 2024.
Voting Aye by Roll Call: Chassee, Beebe, Dimas, Birch Ferguson, Brown, Stout, Hallett,
Sheahan, Morano, Dettmann, and Smith, Jr. Alderman Short abstained. Motion carried.
6. Corporate Disbursement Report. Alderman Dimas made a motion, seconded by Alderman
Short to approve the February 19, 2024, Corporate Disbursement Report in the amount of
$1,075,599.56.
Voting Aye by Roll Call: Chassee, Beebe, Dimas, Birch Ferguson, Brown, Stout, Hallett,
Sheahan, Morano, Short, Dettmann, and Smith, Jr. Motion carried.
7. Consent Agenda:
*Development Committee:
A. Ordinance No. 24-0-0004 — An Ordinance Approving a Special Use for an
Employee Staffing Agency — 803 Industrial Drive.
B. Ordinance No. 24-0-0005 — An Ordinance Amending the Code of the Ordinances of
the City of West Chicago — Appendix A, Article IV and XIII of the Zoning Code
Relating to Electric Vehicle Charging Stations.
Alderman Stout made a motion, seconded by Alderman Birch Ferguson, to approve the above
items.
Voting Aye by Roll Call: Chassee, Beebe, Dimas, Birch Ferguson, Brown, Stout, Hallett,
Sheahan, Morano, Short, Dettmann, and Smith, Jr. Motion carried.
*Infrastructure Committee:
C. Approve — The Rejection of Bids and Re-Bid — 2024 Harvester Road Reconstruction
Road Project.
D. Resolution No. 24-R-0011— A Resolution Authorizing the Mayor to Execute a
Contract (Base Bid + Alternate) with Addlawn Landscaping, Inc., for Landscape
Maintenance Services Related to the 2024 Right-of-Way Maintenance Program (for
an amount not to exceed $252,060.00).
E. Resolution No. 24-R-0013 — A Resolution Authorizing the Mayor to Execute a
Professional Services Agreement with Jacobs Solutions Inc. for the Water Treatment
Plant Condition Assessment Study (for an amount not to exceed $38,000.00).

F. Resolution No. 24-R-0014 — A Resolution Authorizing the Mayor to Execute a
Contract with Era Valdivia Contractors, Inc. of Chicago, Illinois, for the 2024 Fremont
Water Tower Rehabilitation Project (for an amount not to exceed $719,900.00).
G. Resolution No. 24-R-0015 — A Resolution Authorizing the Mayor to Execute a
Contract with Pacific Construction Services, LLC of Chicago, Illinois for the North
Public Works Garage Insulation Project (for an amount not to exceed $160,380.00).
Alderman Morano made a motion, seconded by Alderman Brown, to approve the above items.

Sheahan, Morano, Short, Dettmann, and Smith, Jr. Motion carried.
*Public Affairs Committee:
H. Approve — The St. Andrews Lutheran Church Stations of the Cross Event —
Scheduled for Friday, March 29, 2024 from 12:00 p.m. — 1:00 p.m.
|. Approve — The Blooming Fest Event - Scheduled for Saturday, May 18, 2024 from
9:00 a.m. to 3:00 p.m.
J. Approve — The Food Fest Event - Scheduled for Saturday, August 24, 2024 from
4:00 p.m. to 8:00 p.m.
K. Approve — The Frost Fest Event — Scheduled for Saturday, December 7, 2024 from
4:30 p.m. to 7:00 p.m.
L. Resolution No. 24-R-0016 — A Resolution Authorizing the Mayor to Execute a
Certain Intergovernmental Agreement Between the City of West Chicago and Pace,
The Suburban Bus Division of the Regional Transportation Authority.
M. Resolution No. 24-R-0017 — A Resolution Authorizing the Mayor to Execute Certain
Agreement with Flock Group, Inc.
Alderman Chassee made a motion, seconded by Alderman Birch Ferguson to approve the
above items.
Voting Aye by Roll Call: Chassee, Beebe, Dimas, Birch Ferguson, Brown, Stout, Hallett,
Sheahan, Morano, Short, Dettmann, and Smith, Jr. Motion carried.

10. New Business: Alderman Brown inquired about establishing a 708 Board for the City. City
Attorney responded that it is a responsibility of townships not cities.

Mayor Pineda wished everyone a happy Presidents’ Day.
