Public Participation
The opportunity to speak to the City Council is provided for those who have a
question or comment on an agenda item or a City of West Chicago issue. The City
Council appreciates hearing from our residents and your thoughts and questions
are valued. The City Council strives to make the best decisions for the City and
public input is very helpful.
Respect for the duties of the City Council and for the democratic process will be
adhered to — in this regard, civility and a sense of decorum will be strictly followed.
All speakers must address their comments to the Mayor. Comments that are
personally condescending will not be permitted. Speakers shall be courteous and
should not make statements that are personally disrespectful to members of the City
Council or City staff.
Please use the podium in the center aisle. Please announce your name and address
(if acceptable) before commencing — all public comments are limited to three (3)
minutes and each citizen will be permitted to speak only once. It is the City
Council’s policy not to engage in dialogue during Public Comment. Any questions
raised will be addressed by City staff or an elected official outside of the City
Council meeting.

Arbor Day Proclamation
WHEREAS, in 1872, J. Sterling Morton proposed to the Nebraskan Board of Agriculture
that a special day be set aside for the planting of trees; and
WHEREAS, this holiday called Arbor Day, was first observed with the planting of more
than a million trees in Nebraska; and
WHEREAS, Arbor Day is now observed throughout the nation and the world; and
WHEREAS, trees can reduce the erosion of our precious topsoil by wind and water, cut
heating and cooling costs, moderate the temperature, cool the air, produce life-giving oxygen,
and provide a habitat for wildlife; and
WHEREAS, trees are a renewable resource giving us paper, wood for our homes, fuel
for our fires and countless other wood products; and
WHEREAS, trees in our City increase property values, enhance the economic vitality of
business areas and beautify our community; and
WHEREAS, trees, wherever they are planted, are a source of joy and spiritual renewal;
and
NOW, THEREFORE, be it proclaimed that |, Ruben Pineda, Mayor, and the City Council
do hereby proclaim April 26, 2024 as Arbor Day in the City of West Chicago and urge all citizens
to celebrate Arbor Day and to support efforts to protect our trees and woodlands, and
FURTHER, | encourage all citizens to plant trees to gladden the heart and promote the
well-being of this and future generations within our community.

National Public Works Week Proclamation
May 19-25, 2024
“Advancing Quality of Life for All”
WHEREAS, public works professionals focus on infrastructure, facilities and services that are of vital importance
to sustainable and resilient communities and to the public health, high quality of life and well-being of the people of
West Chicago; and,
WHEREAS, these infrastructure, facilities and services could not be provided without the dedicated efforts of
public works professionals, who are engineers, managers, and employees at all levels of government and the private
sector, who are responsible for rebuilding, improving, and protecting our nation’s transportation, water supply, water
treatment and solid waste systems, public buildings, and other structures and facilities essential for our citizens; and,
WHEREAS, it is in the public interest for the citizens, civic leaders and children in the City of West Chicago to gain
knowledge of and to maintain an ongoing interest and understanding of the importance of public works and public
works programs in their respective communities; and,
WHEREAS, the year 2024 marks the 64" annual National Public Works Week sponsored by the American Public
Works Association/Canadian Public Works Association.
NOW, THEREFORE, BE IT PROCLAIMED, that I, Ruben Pineda, Mayor of the City of West Chicago, do hereby
designate the week May 19-25, 2024 as National Public Works Week; | urge all citizens to join with representatives of
the American Public Works Association and government agencies in activities, events, and ceremonies designed to pay
tribute to our public works professionals, engineers, managers, and employees and to recognize the substantial
contributions they make to protecting our national health, safety, and quality of life.
