ITEM SUMMARY:

Annually, via the State of Illinois Joint Purchasing Contract, the Public Works Department staff plans and budgets
for the purchase and delivery of replacement vehicles. For FY 2024, staff planned and budgeted for the
replacement of one 2009 International 7400 Tandem Axle Dump Truck (Unit 792); one 2009 International 7400
Single Axle Dump Truck (Unit 793); and one 2012 Peterbilt Model 348 Single Axle Truck(Unit 721), presently all
utilized by the Street Division.

For 2024, the State of Illinois did not solicit bids for large dump trucks, leaving municipalities to solicit bids on their
own, purchase demo/stock trucks, or purchase through another joint purchasing program.  Staff has spent the past
several months speaking with manufacturers (i.e., Ford, Freightliner, International, Peterbuilt, etc.) and equipment
vendors (i.e., Henderson Truck Equipment, Monroe Truck Equipment, Auto Truck Group, etc.) about ordering a
customized snow plow/dump truck to meet City needs. Rush Truck Centers and Bonnell Industries Inc. both hold
joint purchasing contracts under the Sourcewell Competitive Bid Contract (formerly National Joint Powers Alliance
Program).

The City of West Chicago is a member of Sourcewell, a contracting agency that provides nationally leveraged and
competitively solicited purchasing contracts under the guidance of the Uniform Municipal Contracting law for use by
education, government, and non-profits.

With cab, chassis, and equipment specified by the City, Rush Truck Centers and Bonnell Industries Inc. submitted
a price quote of $387,547.29 per truck for tandem axle and $324,687.67 per truck for single axle under the
Sourcewell Program. As specified, the Single Axle truck would be a 2025 International Model HV613 SBA Single
Axle Truck Chassis equipped by Bonnell Industries Inc. with 1O' Commander Stainless Steel Muni Dump Body, 11 '
Bonnell Snow Plow with Quick Link Hitch, 300-gallons Pre-Wetting Tank System, and appurtenances while the
Tandem Axle trucks would be two 2025 International Model HV613 SBA Tandem Axle Truck Chassis equipped by
Bonnell Industries Inc. with 10' Commander Stainless Steel Muni Dump Body, 12' Bonnell Snow Plow with Quick
Link Hitch, 8' Wing Plow, V-box spreader and 300-gallons Pre-Wetting Tank System, and appurtenances.

The snowplow trucks and equipment will be purchased from the Capital Equipment Replacement Fund (04-34-39-
4804) in which for FY 2024, $400,800.00 has been budgeted for replacement of Unit 792, $400,000.00 has been
budgeted for replacement of Unit 793, and $301,000.00 is budgeted for replacement of Unit 721, for a total of
$1,101,800.00. The purchase order will be split between Rush Truck Center ($480,415.92) and Bonnell Industries
($619,366.33).

When the new units arrive in Dec 2025, the current Units 721, 792, 793 will become spare pieces of equipment.
Units 617,618, 790 and 791 will all be declared surplus and removed from the fleet.

If a purchase order is processed in July 2024, said truck will not be delivered until approximately Dec 2025. Due to
the current market for automotive industries, the pricing is valid for 30 days from the date on the quote; however,
given the inflationary environment the pricing may change by delivery date. If such happens, staff will bring the
change order for committee consideration and approval at that time.

ACTIONS PROPOSED:

That the West Chicago City Council waive competitive bidding and authorize the purchase of two 2025
International Model HV613 SBA Tandem Axle Truck Chassis and One International Model HV613 SBA Single Axle
Truck equipped by Bonnell Truck Equipment from Rush Truck Centers of Springfield, Illinois in an amount not to
exceed $1,099,782.25.
