The Homecoming Parade is the culmination of a number of competitions and activities hosted during the Homecoming week by various teams, clubs, and classes. All activities, teams, and student council “classes” are encouraged to build floats and participant in this Homecoming tradition. We have been able to collaboratively work with the West Chicago Police Department, Leman Middle School administration, and Gary Elementary School administration to create a safe parade route and meet all requirements the WCPD has for large scale events. The attached map includes the parade route, each ‘star’ on the map designates an intersection that will be staffed by either a District 94 employee and vehicle or a West Chicago Police Officer/Community Service Officer. The parade begins at the H entrance of the high school (South East corner: Joliet St. and Ann St.) and proceeds through the streets of West Chicago (see attached map). We will enter the (exit) bus lane at Leman Middle School, wind through the bus lane to Hazel Street; proceed east on Hazel Street, turn left on Bishop Street, turn left on Brown Street; and then turn right on Joliet Street heading back to the high school. We used this route for our 2023 Homecoming Parade and it worked well. In years past, the police and fire departments have led this parade with their vehicles. We are requesting that they do the same this year. Detective Eversole obtained the username, email, and IP address registered with the suspect through multiple search warrants. On May 28", West Chicago Police conducted a traffic stop on the suspect, during which officers seized his cell phone. Allegedly, in the past two days, the suspect had disseminated more than ten videos of child pornography using the Kik application, as well as storing hundreds of videos and images of child pornography on his cell phone, some with children who appeared to be as young as two to seven years old, and that he had also disseminated child pornography using the Telegram application. The DuPage County State’s Attorney’s Office approved five counts of Child Pornography — Reproduce or Distribute — Victim Under 13. The suspect was fingerprinted, photographed, and transported to the DuPage County Jail. #2400939 On May 23", Officer Guerra responded to a residence in the 900 block of Ainsley Dr. for a reported theft. The victim reported that a vehicle approached his mailbox, and the passenger reached out and pulled all items out. The victim provided videos of the incident. Officer Guerra used the Flock license plate reader system to identify the suspect vehicle and its registration. The owner admitted the car was his but stated it was at a repair shop in Elgin for repairs. On May 24"", Officer Jacobs and Detective Montgomery visited Elgin to locate security footage. While at the auto repair shop, the garage owner admitted to driving the suspect vehicle in West Chicago. The subject then pointed out a vehicle parked, which he stated was his car. Officer Jacobs observed that the owner’s vehicle had a lot of mail inside. The owner was asked for permission to look inside the car and granted it to the officers. Inside the vehicle was mail addressed to individuals other than the owner and mail from Lillian Ln. in West Chicago. In the driver’s side visor were the credit cards of different individuals. The suspect was placed under arrest and transported to the Police Station. The offender also had several credit cards belonging to other individuals in his wallet. Two altered checks in the suspect’s vehicle were made payable to the suspect’s business. The suspect admitted to opening over 100 mailboxes, removing the mail, and altering the two checks. The DuPage County State’s Attorney’s Office approved Forgery and Mail Fraud charges against the suspect. He was fingerprinted, photographed, and released with a pending court date. The Department participated in the Memorial Day “Click It or Ticket” campaign and issued twenty-eight citations for seat belt violations. Trespass to Residence: #2401085 A highly intoxicated person entered the victim's unlocked apartment in the 800 block of Burr Oaks Dr. The suspect then spilled his beer and started eating strawberries in the apartment while threatening to strike the victim. The suspect was issued a local ordinance citation for Trespass and transported to Northwestern Medicine Central DuPage Hospital due to his level of intoxication. Criminal Damage to Property/Battery: #2401116 Known persons battered the victim and damaged his vehicle in the 1200 block of Kings Ct. and at Neltnor Blvd. & Grove Ave. The victim agreed to meet the suspects in the parking lot in the 1200 block of Kings Ct. to smoke cannabis. The suspects then struck the victim in the head, took his cannabis, and fled the area. The victim followed the suspects in his car. The offenders exited their vehicle in the area of Neltnor Blvd. and Grove Ave., struck the victim with a baseball bat and rocks, as well as struck the windshield of the victim's vehicle before fleeing the scene. Embezzlement: #2401089 A known person took $1,820,915.55 from a business in the 1000 block of Carolina Dr. Starting in 2016; an employee had been writing weekly checks in amounts of approximately $6,000.00 to her husband, who was not an employee of the company. The suspect ran to a vehicle and drove northbound on Neltnor Blvd. The owner relayed the suspect and vehicle information to DUCOMM. Officer Sauseda observed a vehicle matching the suspect vehicle description and stopped the car. The driver matched the description, and a power tool was visible on the passenger front seat. The suspect was placed under arrest and transported to the Police Station. During the interview, the offender admitted to taking the power tool to sell and support his drug addiction. The suspect was charged with Retail Theft, fingerprinted, photographed, and released from custody. #2401050 On June 8", Officer Frommert observed a vehicle speeding in the area of Arbor Ave. and National St. Squad emergency lights were activated around Charlestowne Dr. and Ainsley Dr. Still, the car continued driving into a space in the 1200 block of Kings Cir. before stopping. Officer Serrano arrived on the scene to assist and provide translation. The driver stated he did not have a driver's license. An inquiry through the Law Enforcement Agency Data System (LEADS) showed that the driver did not have a valid license. A passenger stated that the vehicle belonged to him. Permission was granted to search the car. Located in the glovebox was a fully loaded .380 magazine and an unloaded .380 caliber handgun. A LEADS inquiry of the vehicle owner showed he did not have a Firearm Owners Identification (FOID) card. Additionally, the vehicle owner did not have a Concealed Carrier License (CCL). The driver and passenger were transported to the Police Station. Officers Castro and Frommert interviewed the subjects. The driver said he saw the firearm in the glovebox while looking for his wallet. The vehicle owner stated he obtained the firearm from a friend in South Carolina who loaned the gun to him and that he always keeps the gun in his vehicle. The vehicle owner admitted he had no FOID card or CCL and could not possess the firearm. The DuPage County State’s Attorney’s Office approved a charge of Aggravated Unlawful Use of a Weapon- No FOID against the firearm owner. He was fingerprinted, photographed, and transported to the DuPage County Jail. The driver was issued citations for speeding, having no valid driver’s license, and having an uninsured motor vehicle and then released from custody. #2401138 On June 19", Officer Solis affected a traffic stop on a vehicle near the intersection of Main St and Neltnor Blvd. The driver was observed to have a Michelob Ultra beer can under his right leg. The driver was asked if anything else was in the vehicle, and the driver said no and that the car could be searched. Officers Rigler and Schiever arrived on the scene to assist. The driver exited the vehicle and stated there was a small bag of drugs near the accelerator. K9 Mondo indicated on the exterior of the car. A search was conducted, and the following items were found: a digital scale, a transparent plastic baggie containing seventy- eight grams of a white powdery substance, and twenty-five clear unused baggies. The white powder later field-tested positive as cocaine. Found in the unlocked glove box was a 9mm pistol with a magazine containing five 9mm bullets. The driver was arrested, transported to the Police Station, and interviewed.
