Mr. Patel noted that the Illinois Department of Transportation (IDOT) has an upcoming project likely in 2025, and City staff have been working with them to coordinate on strategic landscape medians along the IL-38 corridor through West Chicago as well as upgrading the traffic signals to powder-coated black signals with LED street signs. Staff successfully negotiated with IDOT to increase IDOT's cost share and decrease the City's from just over $1,000,000.00 to just under $500,000.00. The Fabyan Parkway and Kress Road intersections are owned by DuPage County, so staff will be reaching out to see if they want to participate in the street sign upgrades since IDOT will require all of them to be upgraded or none at all. Mr. Patel reminded the Committee that several years ago a drinking fountain had been removed near 124 Main Street because the business was putting in a new handicapped accessible entrance. A resident expressed a strong desire to have the fountain reinstalled, but Mr. Patel does not recommend it. Many drinking fountains have been removed nationwide following the COVID-19 pandemic, so he would suggest installing a water filling station if it is so desired, but closer to the prairie path rather than the fountain's original location. Alderman Dimas inquired about the cost for a new water filling station. Mr. Patel explained that there was previously a drinking fountain at Well Station No. 3 where one could be more easily and cost effectively installed, and the cost would be roughly $5,000.00-$6,000.00, not including the ongoing maintenance of the water filling station. Discussion followed. The Committee instructed Mr. Patel to call back the resident with the suggestion of a water filling station installation at Well No. 3 as relocating the drinking fountain downtown would not be feasible. 8. Reports from Staff. Mr. Patel noted that the City's ongoing construction projects are all moving along, and all deadlines should be met. 9. Adjournment. Non-residential waste is regulated by the Municipality's Sewer Use Ordinance (i.e., Chapter 18 of the City of West Chicago Code of Ordinances), which identifies pollutant limitations and parameters (referred 'to as local limits) of the waste discharge. On April 19, 2022, the IEPA Division of Water Pollution Control reissued, to the City, NPDES Permit No. IL0023469 authorizing the WCWWA's Regional Wastewater Treatment Plant to discharge to the West Branch of the DuPage River in accordance with the Effluent Limitations, Monitoring, and Reporting requirements; Special Conditions and Attachment H Standard Conditions of said permit. Special Condition 11.A.3 of reissued NPDES Permit No. IL0023469 requires the WCWWA to conduct a technical re-evaluation of its local limitations consistent with U.S. EPA's Local Limits Development Guidance 9 (July 2004) and submit the evaluation and any proposed revisions to the WCWWA's local limits to the IEPA and U.S. EPA Region 5 for review and approval. The technical re-evaluation report must be submitted to the IEPA and U.S. EPA Region 5 by April 19, 2024. Baxter & Woodman, Inc. of Crystal Lake, Illinois, conducted a technical re-evaluation of the WCWWA's local limitation, to prepare an evaluation report, and to identify suggested/proposed revisions to the City's local limits. Attached for your review and consideration is a copy of the Local Limits Evaluation Report completed by Baxter & Woodman, Inc., dated February 2024. Table 1 on Page 7 of said report identifies Baxter & Woodman's recommendation for changes to the WCWWA's local limitations for regulated pollutants of concern. There is only one change recommended in current limits which is decreasing the current Nickel local limit from 0.9 mg/I to 0.6 mg/I. On March 18, 2024, the City Council approved Resolution No. 24-R-0023 allowing WCWWA to submit the results of the 2024 Local Limits Study Evaluation Report to the U.S. EPA Region 5 and IEPA for review and comment. On June 18, 2024, the WCWWA received a tentative approval from the U.S. EPA Region 5. With the proposed local limit changes approved by the U.S. EPA Region 5, staff recommends the adoption of Ordinance No. 24-0-0024 which amends the City's local limits identified in Chapter 18 - WATER AND SEWER SERVICE, Article Ill. - SEWERS, of the Code of Ordinances of the City of West Chicago. On August 21, 2023, the City Council approved Resolution No. 23-R-0069 authorizing the Mayor to execute a contract agreement with Alliance Contractor, Inc. for the implementation of the Klein Road Culvert Replacement Project in an amount not to exceed $622,932.62. The project was successfully completed in June 2024 and subsequently closed with the contractor for an actual contract amount of $595,746.17 based on the field-measured quantities. The actual contract amount is $27,186.45 less than the original approved contract amount or $27,253.83 less than the FY 2024 budgeted amount of $623,000.00 under 08-34-53-4857. To protect the safety of motorists, the City desires to install a traffic signal at the intersection of IL-38 (Roosevelt Road) and Technology Boulevard. The Illinois Department of Transportation (IDOT) has jurisdiction over IL-38, while the City has jurisdiction over Technology Boulevard. In 2020, State Senator Karina Villa, as part of the Public Act 102-0017, included improvements associated with this traffic signal to be appropriated from the Build Illinois Bond Fund via the Illinois Department of Commerce and Economic Opportunity (DCEO). The cost associated with these improvements is listed at $600,000.00. The grant agreement was fully executed by DCEO on September 27, 2023. On February 21, 2022, the City Council approved Resolution No. 22-R-0010 authorizing the Mayor to execute the initial contract with Gewalt Hamilton Associated, Inc. (GHA) for engineering services related to Phase II - Design, which included the preparation of an intersection design study, topographic survey, traffic signal installation plan, traffic signal interconnect plans, minor geometric improvements, and bidding assistance in the amount of $51,950.00. On August 7, 2023, the City Council approved Resolution No. 23-R-0070 authorizing the Mayor to execute Amendment No. 1 with GHA for the engineering design services for an amount not to exceed $27,300.00, for a revised contract amount of $79,250.00, to begin the detailed design of the project, including the intersection lighting, and prepare bid documents. Staff and GHA are having ongoing project coordination with IDOT for the involvement of the State Route and for the use of Motor Fuel Tax (MFT) funds for the construction and construction engineering of the project. Additional Phase II - Design coordination, which was not initially anticipated during GHA's Phase II- Design scope, is now requested by IDOT for the project to acquire final IDOT approvals before the City can advertise the project for bids.
